Please note that this is a this is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2024-05. Offers are due by Tuesday June 18, 2026, at 10:00 a.m., local time. This opportunity allows for electronic responses. Background The U.S. Embassy in Libreville requires safe, compliant storage for hazardous materials to meet Overseas Buildings Operations (OBO) Safety, Health, and Environmental Management (SHEM) and OBO/FIRE requirements. Current storage options (e.g., standard sheds or open areas) are not adequate to meet strict legal and regulatory standards and could expose the U.S. Government to safety risks, environmental damage, and legal penalties. A dedicated, prefabricated HAZMAT storage container will provide compliant storage, protect personnel and the environment, and ensure the Embassy meets applicable U.S. and host-nation requirements. 2. Objective The objective is to procure one (1) 20-foot prefabricated hazardous material storage container that: • Safely stores a range of hazardous materials (e.g., flammables, combustibles, corrosives, and other chemicals as identified by Post); • Meets or exceeds OBO/SHEM, OBO/FIRE, NFPA 30, OSHA, EPA, and applicable host-nation requirements; • Provides integrated spill containment, ventilation, and fire protection; and • Shall be ready for operational use. 3. Scope of Work The Contractor shall provide all labor, materials, equipment, tools, supervision, and services necessary to: 1. Design/manufacture or supply one (1) 20-foot prefabricated HAZMAT storage container meeting the technical and regulatory requirements in this SOW. 2. Deliver the container to Libreville Port in Gabon, including all export/import, customs, and shipping arrangements as specified in the contract terms (see below shipping instructions). -- 3 of 18 -- 4 3. Pre-Commission the container, including verification of ventilation, spill containment, and any leak detection and alarm systems. Test report shall be provided to confirm that these verifications were conducted and were satisfactory. 4. Provide all required technical documentation, certifications, and warranty information. 5. Provide basic user orientation for designated Embassy staff on safe use, inspections, and routine maintenance accordingly. 4. Applicable Regulations, Codes, and Policies The HAZMAT storage container shall comply with, at a minimum: • OBO/SHEM and OBO/FIRE requirements applicable to hazardous materials storage at overseas posts. • NFPA 30 (Flammable and Combustible Liquids Code) and other relevant NFPA standards, as applicable to the materials stored. • OSHA standards for hazardous materials storage and segregation of incompatible materials. • EPA requirements regarding spill containment and environmental protection, to the extent applicable to storage at overseas facilities. • EPA's Spill Prevention, Control, and Countermeasure (SPCC) regulations (40 CFR Part 112) • Resource Conservation and Recovery Act (RCRA) requirements for hazardous waste storage • Federal Acquisition Regulation (FAR) Subpart 23.1 and FAR Clause 52.223-23, Sustainable Products and Services, including consideration of EPA Recommendations of Specifications, Standards, and Ecolabels in effect as of October 2023. Offerors shall identify all applicable standards and codes used in the design and construction of the container and provide supporting documentation. 5. Technical Requirements 5.1 General Configuration The container shall: • Be a prefabricated, 20-foot hazardous material storage container designed specifically for chemical storage. • Be suitable for outdoor installation and local environmental conditions in Libreville (temperature, humidity, rainfall, wind). • Include a secure entry/entries (e.g., double doors) that allow safe access and egress. • Provide sufficient internal capacity and layout to store the anticipated volume and types of hazardous materials, while maintaining required segregation of incompatible materials and respecting Maximum Allowable Quantities (MAQs). Note: The Government will provide vendors with an estimate of the types and quantities of chemicals (flammables, corrosives, etc.) for sizing and fire-rating purposes during the solicitation phase. -- 4 of 18 -- 5 5.2 Construction and Materials The container shall: • Be constructed of durable, corrosion
