Description

1. Title: Medical Group Management Association (MGMA) Organizational Membership 2. Background: The Medical Group Management Association (MGMA) provides timely digital resources in the form of expertly compiled benchmarking data and statistics supporting leaders in the healthcare industry. The primary benefit of an MGMA DataDive purchase is benchmarking data and statistics aimed at making practice management more successful. This is especially important given the VA’s renewed focus on enhancing financial governance, optimizing resource allocation, and examining cost-drivers across the organization. The benchmarking data provided by MGMA are applied in the evaluation of practitioner productivity to ensure facilities have adequate staffing and to identify opportunities for improvement among the various functions that support the delivery of timely, safe, high quality Veteran care. This provides VHA with the opportunity to benchmark in the areas of physician compensation, staffing, cost and revenue, and coding. The purchase of the MGMA DataDive allows VHA to continue to support a variety of initiatives aimed at practitioner productivity across the system (e.g., the Fiscal Responsibility Action Team’s (FRAT) Financial Health Initiative workstreams, the Ready-Set-Go Campaign for Updated Productivity Targets, compliance with VHA Directive 1065, Productivity and Staffing Guidance for Specialty Provider Group Practice, Title 38 United States Code (U.S.C.) §§ 1706A and 8110(a)(3)(C)). 3. Objective: To continue to benchmark VHA clinical practitioners’ productivity against an academic median via datasets provided by an industry-leading organization. A best practice for high-performing medical facilities is to measure key performance indicators and benchmark outputs against other organizations in the field to identify areas for improvement and sustain performance. The benchmarking data available through MGMA enables VHA to better determine a reasonable amount of work per provider, which is a critical tool for understanding the system’s ability to optimize clinical resources in meeting current and future patient demand. The vendor shall provide Organizational Membership access to the most recent version of all MGMA DataDive™ surveys and datasets. 4. Scope of Work: The MGMA Membership is required for the continued benchmarking of VHA practitioner productivity against an academic median, which supports several productivity initiatives, a staffing statue, and the delivery of timely, safe, high-quality Veteran care. 5. Mandatory Tasks and Deliverables: The Contractor shall perform the mandatory tasks and provide the specific deliverables described below within the performance period stated in this Performance Work Statement (PWS). If, for any reason, any deliverable cannot be delivered on time according to the below schedule, the Contractor shall provide a written explanation to the Program Manager (PM)/Contracting Officer’s Representative (COR) no fewer than three business days prior to the deliverable due date. This written transmittal shall include a firm commitment of when the work shall be completed. This transmittal to the PM/COR shall cite the reasons for the delay and the impact on the overall project. The Contractor shall not commit or permit any act that interferes with the performance of work awarded to another Contractor or with the performance of Government employees. In any case where, in the course of fulfilling the contract requirements, the Contractor disturbs any work guaranteed under a separate contract, the Contractor shall restore such disturbed work. Task 5.1: The Contractor shall provide Organizational Membership access to the most recent version of all MGMA DataDive™ surveys and datasets. Deliverable 5.1: MGMA Organizational Membership Deliverable Due Date Format MGMA Organizational Membership Within 5 business days of contract award Electronic access / credentials Task 5.2: The Contractor shall develop and submit quarterly reports documenting the utilization of MGMA DataDive™ services by VA/VHA personnel. Reports shall also be provided upon request by the PM/COR. Deliverable 5.2: Deliverable Due Date Format Quarterly Utilization Report Within 15 calendar days following the end of each contract quarter Electronic (PDF or Excel) Quarterly reports shall include, at a minimum: Number of active users and login frequency Datasets accessed during the reporting period Any service disruptions or access issues experienced 6. Performance Details: 6.1 Period of Performance: The MGMA Membership shall be for one base year with two one-year option periods. 6.2 Travel: NA 7. Contractor Reporting Requirements: N/A 8. Contract Post-Award Meeting: N/A 9. Quality Control: The Contractor shall adhere to the standards set in the MGMA Organizational Membership. The contractor shall provide the policies and procedures for use by the VA. The PM/COR will certify receipt of services and/or goods and recommend acceptance of the deliverables. This process will be used for approval of payment for the Contractor’s invoices and will serve as the mechanism to document that the Contractor’s overall performance has been acceptable for the period covered by the invoice.
