1. GENERAL REQUIREMENTS
1.1 The contractor shall furnish all labor, material and appurtenances to perform the
following work in accordance with the drawings provided:
A. Demolish and remove Buildings 115, 131, 133, tent structure 321, abandoned
electrical components, guardrail, fencing, and concrete and asphalt areas as
shown on the demolition plan and remove 12K underground storage tank near
Building 124.
B. Purchase and install storm water control structures as shown in the drawings to
include catch basins, piping, and trench drains to provide a proper flow channel
and remove water from the areas allowing the grounds to be maintained.
C. Purchase and install the required electrical conduit and wiring to support new
fabric shelters.
D. Prepare areas for placement of a new concrete access road, concrete tent pad, and
concrete approach around building 137 and an asphalt shoulder patch as shown
on the pavements plan.
E. Purchase and install two new tensioned fabric shelters with liners, electrical
equipment, interior lights, and doors as shown on attached drawing with one
shelter having dehumidification equipment for humidity control.
1.2 The location of the proposed work is within the Toledo ANG Base at the 180th
Fighter Wing, 2660 S. Eber Rd., Swanton, OH 43558.
1.3 The contractor shall not exceed the scope of work without prior approval from the
Contracting Officer.
1.4 The contractor shall protect all government property from damage. Any damages
incurred in pursuance of this project shall be replaced and/or restored to original
condition.
1.5 The contractor shall maintain a clean and safe job site at all times to prevent
damage to other existing utilities, and surrounding facilities that may be affected; this is
also intended to protect building occupants from potential health hazard associated with
the proposed work. This shall include dust, debris, and waste created in performance of
this project; along with tools, equipment, and vehicles located at the job site. The
contractor shall comply with the provisions of the Occupational Safety and Health Act of
1972 and all provisions thereto.
1.6 The Contractor is responsible for properly laying out the work, and for lines and
measurements for the work executed under the Contract Documents.

A. The Contractor, NOT the Government, is responsible to field verify all
existing underground utilities within the excavation limits and/or as shown on the
Drawings, before laying out the work. The Contractor is to report errors or inaccuracies
in writing to the Contracting Officer's Representative before commencing work.
B. The Contracting Officer or his Representative will in no case assume the
responsibility for any layout of the work or damages to existing underground utilities
while performance of work is underway.
1.7 THE CONTRACTOR SHALL FIELD VERIFY ALL DIMENSIONS. The
dimensions provided by the government are only approximations and they are not
responsible for their precision or accuracy. This includes but is not limited to blueprints,
drawings, schedules, and statements of work.
1.8 The contractor shall provide a one-year warranty for the work contained herein.
They shall pass along extended guarantees for equipment and products.
1.9 All trash, waste, and construction debris generated from this project shall become
property of the contractor and shall be removed from the base. The disposal of these
materials shall follow the appropriate Federal and State laws. The 180th FW Solid Waste
Disposal and Tracking form needs completed by the contractor at the time of disposal.
This includes the disposal or recycling of hazardous materials.
1.10 Bids for this project shall be valid for 90 days.
1.11 The primary work area is adjacent to the aircraft parking apron and is a secure
restricted area. Free zone area(s) may be established in restricted areas to allow contractor
ease of movement to conduct work. The contractor shall advise the COR how they will
man the project prior to starting work so the government can determine how many escorts
may be needed for each item of work.
1.12 Vehicles and equipment going onto the parking apron shall be inspected and
checked for Foreign Object Debris (FOD) by the contractor prior to going on to the
apron. All debris and objects which could become FOD shall be removed and properly
disposed of or secured.
1.13 Smoking on base is only allowed in designated areas (smoking sheds are marked
with signs).
1.14 The contractor shall provide the government project manager and COR 7 days
written notice before performing any disturbance of the ground to a depth below 3”. The
notice shall include a drawing of the area where the work is to be done. The contractor
shall physically mark the work area and proposed excavations with white flags or
marking paint if required by the government, so existing utilities can be properly
identified before beginning any demolition or excavation. The contractor shall ensure an

approved Air Force Form 103 Work Clearance is issued before beginning any
excavations.
1.15 The contractor shall provide a minimum of 7 days advance notice in writing to the
Contracting Officer or COR prior to the shutdown of any building utility system, street,
or parking lot.
1.16 The contractor shall ensure that all work complies with all federal state and local
laws and ordinances applicable to the construction of this project. Install all equipment
according to the manufacturer’s written instructions. If a conflict is found, notify the
Contracting Officer for resolution of the conflict prior to proceeding.
