1.0 DESCRIPTION OF SERVICES
This Statement of Work (SOW) establishes the requirements for the project titled “REPLACE B102 & B110
FLOOR.” At Fresno Air National Guard Base, Fresno, CA. The contractor shall furnish all labor, materials,
equipment, supervision, permits, submittals, testing, and services necessary to remove existing flooring and provide
complete polished concrete flooring systems with a non-skid protective layer in Building 102 and Building 110.
The contractor shall deliver a complete, fully functional, and compliant end product. All work shall meet the
requirements of this SOW and referenced standards. Final inspection and acceptance will be performed by the
Government at project completion
All information included in this document, along with the instructions and standards referenced in the document, shall
be considered as part of the Statement of Work.
2.0 SITE OF WORK

3.0 STATEMENT OF WORK
3.1 Objectives: The purpose of this project is to remove approximately 1,260 square feet of vinyl and carpet
flooring and recondition approximately 4,825 square feet of existing concrete floors in two separate buildings.
Building 110 (Tire Shop) and Building 102 (Vehicle Operations).
Bldg. 102 Flooring;
Concrete flooring = 3,527 sft
Carpet = 876 sft
Vinyl = 348 sft
Bldg. 110 Flooring;
Concrete flooring = 1,296 sft
Vinyl = 40 sft
All above areas are approximate; contractors shall verify all measurements during site visit. All existing flooring
will be replaced with durable, low‑maintenance, and environmentally compliant polished concrete floors with
non‑skid protective layers.
3.2 Directions:
3.2.1. Complete all work according to manufacturers’ specifications.
3.2.2. Contractor shall be approved by the manufacture of the products to install the manufacture products.
3.2.3. Remove all flooring materials and any adhesive materials left on the existing concrete (glue, mastic, tack
strips, etc.) using concrete grinder. Grinding and polishing sequence: 40, 80, 150, 400, 800 grit minimum. If the
existing floor requires chemical removal agent, the contractor shall submit Airforce Form 3000 to Civil Engineer
Squadron for approval before application.

3.2.4. Mandatory moisture testing (ASTM F2170 required).
3.2.5. Repair and fill all cracks and joints in the concrete. If there are places where the floor is badly damaged, a
spalling repair is required.
3.2.6. Grind the concrete floor to remove all inconsistencies and imperfection to ensure a usable and smooth
surface. Apply approximately 3,500 square feet of concrete surface densification chemical after grinding to the
desired level at building 102 and apply approximately 1,400 square feet of concrete surface densification chemical
after grinding to the desired level at building 110.
3.2.7. Provide 200 sft mock-up in each building. The mock- up shall be reviewed and accepted by the Government
prior to production of work.
3.2.8. Polish concrete with a concrete grinder and apply approximately 3,500 square feet of a concrete protection
layer with non-skid additives (NSA) to ensure slip-resistance surface at building 102 and apply approximately
1,400 square feet of a concrete protection layer with non-skid additives (NSA) to ensure slip-resistance surface
at building 110.
3.2.9. Install appropriate/approved transition materials wherever two different types of floorings meet.
3.3 Demolition
3.3.1 All materials removed by the Contractor shall be inspected by the COR and determined as salvageable or
disposable materials. All material determined to be disposable by the COR becomes the property of the Contractor
and shall be removed or disposed of off government property. Protect all existing electrical conduits and cables.
3.4 Finishing
3.4.1 All flooring materials and transitions will be installed to the manufacture’s specifications.
3.4.2 Any damage to the wallpaper, walls, doors, glass, or furniture caused during performance will be
repaired or replaced by the contractor at contractor’s expense.
4.0 CONTRACTOR LICENSE REQUIREMENTS
4.1 The contractor will possess a valid California “B” license, or an applicable State issued general or specialty
contractor’s license and be able to provide proof of competence in the area of work. The contractor may self-perform
sections of the project.
4.2 All listed sub-contractors working for the contractor will possess the applicable Contractor’s license. The
contractor must be able to provide a “B” (or state equivalent) specialty license.
5.0 PROJECT SPECIFIC REQUIREMENTS
5.1 The project will be completed no later than 30 working days after the date of contract award. Moving furniture
and removal/replacement of wall hung items such as bulletin boards is the responsibility of the government. Cabinets

and fixtures permanently affixed to walls/floors will remain in place during the project. The contractor and
government will discuss the final phasing (if applicable) and schedule during the post-award conference.
5.2 Materials: Contractor may request substitutes for an approved equal during the post-award conference. All
substitution requests shall be made in writing on the AF Form 3000. Requests for material substitutions made after
the post-award conference may not be granted by the Government.
6.0 GENERAL REQUIREMENTS
6.1 When required, the Contractor will attend a post-award Conference. The post-award Conference will
generally be scheduled after award but prior to the NTP. At a minimum, the contractor shall have their project manager
and site superintendent attend the meeting. The Contractor will provide the following documents at the Pre‐post-award
