Blanket Purchase Agreement
Razor Ribbon and Perimeter Security
A. INTRODUCTION
The Federal Bureau of Prisons protects the American public by confining offenders in the controlled environments of
prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide
work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens. To achieve this
goal, the Bureau of Prisons requires that the secure perimeter meet all specifications and guidelines for the security of
each specific institution.
The Federal Bureau of Prisons (FBOP), Facilities Management Branch located at 320 First St, NW in Washington D.C.
intends to make a single award to a responsible entity that will provide contracted supplies to replace and/or establish
new Perimeter Security fence materials as well as Razor Ribbon and associated materials via a blanket purchase
agreement (BPA). The vendor is responsible for all customer service, shipping, to all Bureau of Prisons institutions who
make a purchase utilizing the BPA. All manufacturers’ recommendations will be required to be implemented.
This Blanket Purchase Agreement (BPA) contract shall be a base year with 4 (four) additional option years.
B. SCOPE OF WORK
1. Razor Wire
The awarded vendor will agree to supply the Federal Bureau of Prisons Institutions Razor Wire and associated Perimeter
Security materials upon individual purchase via a Blanket Purchase Agreement. Each institution will be responsible for
selecting the proper make and model to fit their individual needs. Specifications are listed below and the awarded
vendor shall provide a selection that meets each option or combination of options found listed.

b.) Materials

i. General: The framework shall be in accordance with ASTM F 1043, Group IC. (SS-40) as modified
herein.
ii. Tubular Post: High strength pipe shall be manufactured by cold rolling and radial frequency welding.
The strength requirements shall conform to ASTM F 1043 Group IC. The coatings shall conform to
ASTM F 1043 Group 1 Type B, D (SS-40).
a. Performance: All tubular frameworks shall meet the following requirements. Post, rails and braces shall
demonstrate the ability to withstand testing in accordance with ASTM B 117 as follows:
Exterior: 1000 hours with maximum of 5% red rust
Interior: 650 hours with maximum of 5% red rust
iii. Repair: Zinc-rich paint will be used for repairing surfaces damaged by field welding. Touch up welded
areas with zinc-rich paint conforming to ASTM A 780.
iv. Size & Weight: In accordance with ASTM F 1043, Group IC.

B. NON-REINFORCED BARBED TAPE – 30” INSTABARRIER®
i. Barbed tape coils shall be 30" plus or minus 1” in diameter with 101 loops per roll. Tape shall be
fabricated from ASTM A 666 spring quality austenitic stainless steel, minimum hardness of Rockwell
(30 N) 50-55, nominal 0.025" thick, nominal 1.210" width prior to fabrication.
ii. Clusters of four barbs having a maximum tip radius of 0.005" shall be punched 4" on center. Barb cluster
width shall be 1.25”. Barb clusters shall have a minimum length of 2.25" tip-to-tip. Barb shall be
alternately offset from the tape center line 0.15"-0.45”.
iii. Adjacent coiled loops shall be alternately spot welded at five points (30”) of approximately equal radius
Spacing about the coil loop perimeter. Welded attachments shall withstand a minimum 400 lb load
uniformly distributed about the periphery. The 30" diameter coils with five-point uniform radial
connections shall interact to producing a concertina coil with a 12" opening between adjacent coil loops.
Each coil shall be extended to a maximum of 50’.
C. WIRE-REINFORCED BARBED TAPE – 30” SUPERMAZE®
i. Barbed Tape Coils shall be 30" plus or minus 1” in diameter with 51 loops per roll. Each loop shall
contain 23 plus or minus 1 barb cluster per loop. Tape shall be fabricated from ASTM A 176 Stainless
Steel strip hardened to Rockwell (30 N) 35-40, 0.025" thick, 1" width prior to roll forming.
ii. Clusters of four barbs having a maximum tip radius of 0.005 inches shall be punched 4" on center. Barb
clusters shall have a minimum length of 2.25" tip-to-tip. Barbs shall be alternately offset .15”-.45” from
the plane of the tape centerline.
iii. Adjacent coiled loops shall be alternately clipped at five points of approximately equal radius spacing
