1.0 Background
This Performance Work Statement (PWS) facilitates the acquisition and installation of a new Closed-Circuit
Television (CCTV) system for the 735 Air Mobility Squadron (AMS) Consolidated Tool Kit (CTK) location.
The contractor shall supply and install a complete CCTV capable system with HD cameras, cabling, conduit as
needed to support HD cameras, a server, a joystick, and the ability to record. The cameras will consist of fixed
dome cameras, pan-tilt-zoom cameras that will be need to be weather resistant, and 360-degree cameras.
2.0 Scope
This project is to remove existing CCTV system and provide and install a complete CCTV system requiring
cameras and joystick and will be awarded on a competitive basis using total project cost. This will include all
associated work as required, such as removing ceiling tiles to access work area, installing cabling, installing
conduit for exposed cabling, returning site to original conditions.
A site visit may be requested if needed.
For this project we require the following items to be provided and installed:
Building 2040 (Hangar 9) off of Hangar Avenue on Hickam Field
Provide a complete CCTV system with a server, joystick, and record/storage capability for all cameras for 6
months. Install new HD cameras (fixed, PTZ, 360°) and provide cabling and conduit as needed. The cabling needs
to be able to support the rapid transfer of data from the HD cameras. The Network Video Recorder (NVR) should
be able to store 6 months worth of video footage for a period of 6 months at a minimum quality of 40 frames per
second. Configuration includes setting up user access controls, motion detection zones, and alert schedules. The
contractor should provide a minimum of 1 hour of operator training for designated Government personnel covering
basic system operation, footage retrieval, exporting video clips, and basic system troubleshooting. The contractor
needs to provide data, information, and/or manuals for the provided components and software.
It is the responsibility of the contractor to validate the actual site conditions as well as any specific programming
needs of the customer. Assistance will be provided from the customer that meets the customer requirements and
accommodates the physical environment for consideration as part of proposal. The customer may assist with
equipment if they have it available.

3.0 Description of Work
3.1 General Services
Coordination and management of all product, equipment and people required to
install the aforementioned CCTV system within an Air Force location.
3.1.1 The contractor shall be responsible for all personnel, equipment, tools,
materials, supervision, storage, incidentals and all other items and services
necessary to provide and install the CCTV system with cameras.
3.1.2 The contractor shall be knowledgeable of and shall comply with all
applicable federal, state, and local laws, codes, permits, DoD, AF, and
base requirements and instructions required for the performance of the
duties in this Performance Work Statement (PWS).
3.1.3 The contractor shall ensure policies and procedures are established that
protect the safety and welfare of customers, employees, and the
community to minimize or eliminate safety or environmental risks. These
policies shall be in compliance with Federal and Installation policies and
procedures.
3.1.4 The contractor shall provide a contract manager or team leader who shall
be responsible for the performance of the work. The name of this person
and an alternate or alternates who shall act for the contractor when the
manager is absent shall be designated in writing to the Contracting Officer
(CO) and the Contracting Officer Representative (COR) within 10
business days after contract award. The contract manager or alternate
shall have full authority to act for the contractor on all contract matters
