Attachment 1 SECTION C - Performance Work Statement Capability Program Executive - Ground (Soldier Systems), Project Manager Soldier Medical Devices (PM SMD), Materiel Fielding and Medical Liaison Support Services 1 C.1. SCOPE Project Manager Soldier Medical Devices (PM SMD), Force Integration Division (FID), provides Medical Materiel Support to all Army components facilitating optimal healthcare and worldwide medical readiness through; the procurement, assembly, and distribution of Medical Equipment and Medical Materiel Sets, Kits, Outfits (SKOs), the disassembly of previously fielded medical materiel and equipment, the management of excess medical materiel, the provision of disposition instructions, the management of on-hand medical materiel inventory, and the provision of technical assistance for medical materiel sustainment operations including training on Army automated logistics systems. C.1.1. Background CPE - Ground (Soldier Systems) delivers 130 programs of record, 253 products, and non-programs of record, such as essential capabilities from body armor, medical devices, helmets, sensors and lasers to legacy weapons systems. CPE - Ground (Soldier Systems) has five Project Manager (PM) Offices. They are Project Manager Soldier Lethality, Project Manager Soldier Survivability, Program Manager Soldier Warrior, Project Manager Solider Medical Device, and Assistant Program Executive Officer. PM SMD Product Managers / Product Leads manage the development and modernization of medical products for all the DoD including the U.S. Army, other military Services, the Joint Staff, Defense Health Agency, and U.S. Special Forces. The process takes promising technology from DoD, industry, academia to U.S. Forces, from the testing, licensing, Food and Drug Administration (FDA) approval (when required), and fielding of the finished product. The following is a breakdown of the divisions these services will support and the tasks to be performed for each. C.1.2. Division and Scope: Division Scope Force Integration Division, PM SMD, CPE - GROUND (SOLDIER SYSTEMS) Program Management (Contractor Task Management) Force Integration Division, PM SMD, CPE - GROUND (SOLDIER SYSTEMS) Management Analysis Support Services Force Integration Division PM SMD, CPE - GROUND (SOLDIER SYSTEMS) Medical Liaison Support Services Force Integration Division PM SMD, CPE - GROUND (SOLDIER SYSTEMS) Logistics Analysis Force Integration Division PM SMD, CPE - GROUND (SOLDIER SYSTEMS) Transportation Coordination Force Integration Division, Materiel Fielding, PM SMD, CPE - GROUND (SOLDIER SYSTEMS) Fielding Surge Support Services C.1.3. Objectives C.1.3.1. The primary objective of this requirement is to provide materiel fielding and medical liaison support services across the Force Integration Division (FID), PM SMD at Fort Detrick. C.1.3.2. The Contractor shall collaborate with the PM SMD and key stakeholder organizations to effectively and efficiently support the medical material readiness of the operational Army through materiel fielding and medical liaison support services. C.1.3.3. The Contractor shall provide contractor personnel to perform the support services listed below to support PM SMD. Contractors shall be located at Fort Detrick, MD and additional Government facilities outlined in Section C.3.1, Place of Performance. The Contractor shall perform all services in accordance with (IAW) the PWS and any applicable Federal regulations and policies. C.1.4. Detrick C.1.5. Non-Personal Services This is a non-personal service(s) contract. Personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. This Contract is for non-personal services. The Government shall neither supervise contract support personnel nor control the method by which they perform required tasks. It shall be the responsibility of the Contractor to manage its employees, through the assignment of a Site Supervisor on-site at each requiring office, to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any action constitutes, or are perceived to constitute, personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) or Contracting Officer’s Representative (COR) immediately. Contractor employees performing services under this award shall be controlled, directed, and always supervised by management personnel of the Contractor. The Contractor's Site Supervisor shall ensure that employees properly comply with the performance standards outlined in this PWS.
