The contractor is responsible for furnishing all project management, supervision, labor, materials, and equipment to complete the items listed in this Statement of Work. The work involves the construction of sloped concrete sides (or "ramps") against an existing, raised concrete block display pedestal. The contractor shall provide the government with a complete and usable product that will be inspected/accepted by the government at the completion of the project. All information included in this document, along with the instructions and standards referenced in the document, shall be considered as part of the Statement of Work. 2.0 SITE OF WORK All work will occur at: Fresno Air National Guard Base 5323 McKinley Ave Fresno, CA 93727 3.0 STATEMENT OF WORK 3.1 Objectives: The purpose of this project is to accomplish two distinct construction objectives. Contractors are encouraged to visit the site to take measurements of the existing pedestal and surrounding area, and island to be removed and repaved. Objective A: Construct Sloped Concrete Sides. Similar to that shown in Exhibit A. The purpose of Objective A is to construct sloped concrete sides around an existing raised pedestal for a static F-15 heritage aircraft display. All design, materials, and construction shall strictly adhere to the applicable Unified Facilities Criteria (UFC) and Air National Guard Engineering Technical Letters (ANGETL). 3.1.1. Site Preparation: Prepare the site for construction, to include all necessary clearing, excavation, and grading of the area surrounding the existing pedestal to establish a proper sub-base. Earthwork and subgrade preparation shall be executed in accordance with UFC 3-220-01 (Geotechnical Engineering). 3.1.2 Surface Preparation: Prepare the surfaces of the existing pedestal to ensure proper adhesion of the new concrete, removing any debris, organic material, or loose substrate. 3.1.3 Formwork: Install formwork to create a 60 degree (from horizontal) angled, sloped sides against the existing pedestal. 3.1.4 Color Submittal & Approval: The concrete must be colored to match that shown in Exhibit A. The contractor must submit a color swatch before pouring concrete. The Base Civil Engineer (BCE) will approve the color swatch prior to the start of construction. 3.1.5 Concrete Pour & Finish: Pour and finish approximately three (3) cubic yards of concrete to form the sloped sides, ensuring a seamless and durable bond with the existing pedestal. Contractor is responsible for calculating the required quantity of concrete to meet all UFC’s and ANGETLS requirements for this type of work. Concrete mix design, placement, and reinforcement (if applicable) must comply with UFC 3-301-01 (Structural Engineering) and applicable exterior flatwork guidelines in UFC 3-250-01. 3.1.6 Curing: Properly cure the new concrete in accordance with American Concrete Institute (ACI) standards (e.g., ACI 301 and ACI 318) as required by UFC 3-301-01 to prevent cracking and ensure maximum durability against weather exposure. -- 3 of 11 -- CUI CUI 3.1.7 Mandatory Compliance Standards: All site prep, design, and concrete construction operations for this pedestal modification shall conform to the latest editions of the following foundational criteria: ANGETL 24-01-07: Airfield and Vehicle Pavement Design Guidance (for exterior site concrete considerations). UFC 1-200-01: DoD Building Code (General Building Requirements). UFC 3-201-01: Civil Engineering. UFC 3-220-01: Geotechnical Engineering. UFC 3-250-01: Pavement Design for Roads, Streets, Walks, and Open Storage Areas. UFC 3-301-01: Structural Engineering (Governs DoD concrete construction and ACI standard implementation). Objective B: Demolish and Remove West Gate Island Area The purpose of this sub-project is to demolish and remove the traffic island located in front of the West Gate guard shack, cap all the underlying irrigation, and pave the area with Asphalt Concrete to match the existing driveway entrance. …
