Statement of Work Repair 65-Ton Chiller at USCG Air Station Sacramento Sacramento, CA PART 1 - GENERAL The intent of this Statement of Work (SOW) is to have the contractor replace any failed or failing scroll compressors on a 65-ton York YLAA chiller located at the U.S. Coast Guard Air Station Sacramento, Sacramento, CA. The York YLLA Chiller is a two-system chiller comprising a system with two compressors and a second system with three compressors. The contractor will troubleshoot, diagnose, and repair any defects that may prevent the chiller from operating as designed or cause repeated failures. All work, including labor, materials, services, equipment, and supervision, will be conducted on-site during normal business hours. A crane will not be required for access to the compressors. PART 2 - FACILITY AND SECURITY REQUIREMENTS 1. Contractor vehicles must have valid registration and insurance, and vehicle operators must have a valid driver license. All personnel shall have valid photo identification. 2. The contractor shall clean up all areas to ensure they are clear of debris daily. At completion of the project all construction areas will be returned to original condition. The contractor shall remove all waste material generated and dispose of in accordance with industry standards and applicable environmental rules and regulations. 3. Minimal impact to Coast Guard operations. Work performed at Sacramento, CA shall be completed between the hours of 7:00AM and 5:00PM, Monday through Friday (excluding Federal Holiday) unless authorized by the Contracting Officer. PART 3 - GOVERNMENT FURNISHED MATERIAL 1. The government will provide electricity, parking, and laydown area as available from the unit. Bathroom facilities will not be available for contractor personnel. 2. The contractor will provide all materials to complete the work necessary not provided by the government. PART 4 - TECHNICAL POINT OF CONTACT DESIGNATION 1. Technical POC for this requirement is MKC Camille Sutton -- 1 of 3 -- PART 5 - TASKS 1. Mobilization: The contractor shall mobilize all personnel, materials, and equipment necessary to perform work on the York YLAA Chiller and safely execute the replacement and repair operations during normal business hours. 2. System Isolation & Lockout/Tagout: The contractor shall isolate the chiller system and implement lockout/tagout procedures to ensure a safe working environment per OSHA and industry standards. 3. Inspection & Diagnosis: a) The contractor shall inspect the chiller system and perform diagnostic tests on both systems. b) The contractor shall conduct oil sampling and acid tests to determine oil condition and contamination. c) The contractor shall use a megohmmeter to test all compressors and compare values against manufacturer specifications to confirm the number of failed compressors. d) The contractor shall assess other components for defects that could impede operation as designed or cause repeated failures. 4. Refrigerant Recovery: The contractor shall recover approximately 76 lbs of refrigerant from both systems safely and in accordance with EPA regulations and environmental standards. 5. Electrical Disconnect: Disconnect electrical power to the failed compressors and verify the circuit is de-energized before proceeding with removal tasks. 6. Electrical Component Testing: Test chiller control loop electrical components to identify potential faults or degradation affecting system operation. 7. Compressor Replacement: a) The contractor shall remove any failed compressors and install new replacement compressors. b) The contractor shall inspect braze plate heat exchangers for ruptures on the suction side and obstructions on the supply and return sides of the hydronic system. repair as necessary. 8. Component Replacement: a) The contractor shall replace filter driers or install specialized acid filters if acid contamination was detected. b) The contractor shall replace compressor oil. c) The contractor shall replace necessary components, including gaskets, seals, and Schrader valve cores. -- 2 of 3 -- 9. Pressure & Vacuum Testing: a) The contractor shall conduct nitrogen pressure tests on both systems in compliance with industry standards to confirm system integrity. b) The contractor shall perform vacuum tests to less than or equal to 500 Micron, to ensure all moisture is removed from system and ensure systems meet applicable vacuum requirements. 10. Refrigerant Recharge: The contractor shall recharge both systems with refrigerant in accordance with the manufacturer’s specifications, ensuring proper system balance and operation. 11. Electrical Reconnection: The contractor shall reconnect the system’s electrical components and test connections to ensure proper functionality. 12. Startup & Commissioning: The contractor shall start the chiller and perform commissioning activities, verifying all components are operating to manufacturer specifications. 13. Performance Verification & Documentation: The contractor shall validate system performance post-repair, documenting activities, results, and any further recommendations for preventive maintenance. 14. Mobilization, Disposal, & Demobilization: a) The contractor shall transport failed compressors and any hazardous or non-hazardous material to suitable disposal facilities in accordance with all regulatory and environmental requirements. b) The contractor shall remove all tools, equipment, and materials from the worksite. c) The contractor shall return the work area to its original condition. PART 6 - ACCEPTANCE 1. Completion of work under this contract will be monitored and accepted by Coast Guard Technical POCs listed in PART 4. END -- 3 of 3 --
