GENERAL INFORMATION: 1.1. Title: Maintain and Repair Paving and Striping AFRL & DFAS 1.2. Project No.: ULDF260410 1.3. Scope: These standards apply to all new construction, demolition, modification, repair and maintenance for all site pavements including associated site infrastructure. 1.4. Project Description: 1.4.1 Location: Air Force Research Laboratory – Rome Research Site 1.4.2 Performance of services; The work area consists of numerous 2” & 4” coldmill asphalt repair patches located throughout the entire RRS as well as the installation of various new concrete sidewalk sections. Additionally, the installation of a new catch basin on the west perimeter road. After all site work is completed, delineated parking spaces as well as pavement markings are to be laid as identified. 1.4.3 Green Procurement Requirements: The Contractor shall comply with the United States Environmental Protection Agency Comprehensive Procurement Guidelines (CPG). 1.4.3.1 The EPA's list of designated products grouped into 8 categories and the accompanying recycled-content recommendations listed below: http://www.epa.gov/cpg/products.htm 1. Miscellaneous Products 1.4.4 The contractor is required to complete a Green Procurement Program (GPP) Statement or the Recovered Material Determination Form (RMDF) prior to beginning construction. The contractor submits the completed form to Contracting, who will then forward the completed form to Civil Engineering for concurrence and filing. 1.4.5 As required on an order-by-order basis, the contractor shall estimate the amount of recycled material that was used in the project and provide the estimate as an official submittal to Contracting. The contractor shall also provide certification. The certification must be in the form of a label on the product or a statement verified by the vendor and attached to the proposal documents. Measurement of recovered material content should be made in accordance with standard industry practice. The certification on multi-component or multi-material products must verify the percentage of post-consumer waste and recycled material contained in the major constituents of the product. 2.0 WORKING HOURS: The regular hours of work on the Rome Research Site are from 0700 to 1600 hours, Monday through Friday, excluding Federal holidays. The government may restrict access to work sites to these hours and days. The contractor shall consider all other hours non- regular time and use the appropriate unit prices for tasks performed during those hours. In the technical/cost proposal submitted for each delivery order, the contractor shall clearly identify those items of work scheduled for accomplishment during non-standard time and include justification for the request. The -- 3 of 176 -- contractor shall notify the CO at least 48 hours in advance of any work performed during non-regular hours that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment. 2.1 Legal Holidays: The Rome Research Site recognizes the following legal holidays: New Year’s Day 1 January Martin Luther King’s Birthday Third Monday in January President’s Day Third Monday in February Memorial Day Last Monday in May Juneteenth Day 19 June Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veteran’s Day 11 November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December 3.0 SECURITY REQUIREMENTS 3.1. The work to be done on this project is located in and around area’s that are under the scrutiny of the Department of Defense Police assigned to the AFRL Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes; arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the area(s) for the purpose of project estimation. 3.2. When it has been determined which Contractor will accomplish the project a Visit Request from the company, preferably on Company letterhead, will be necessary prior to initial work commencement. The Visit Request form needs to be signed by the Company President or Director of Human Resources. The Visit Request form will also be used as the Entry Authority List. The Contractor will supply the Visit Request to Security (AFRL/RIOF) through the Contracting Office. The Visit Request can be done via RRS Form 31 Request for Visit Authorization Form, AFMC Form 97 (found on the AFRL web page, (https://rlweb.area52.afnoapps.usaf.mil/#) or a simple Company Letterhead letter identifying all personnel who will be employed during the work.
