Part 1
General Information
1. GENERAL: The work to be performed by the contractor is to remove and dispose of the current Uninterruptible Power Supply (UPS) and replace it with a new UPS that will use existing UPS batteries and room space. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
Description of Services/Introduction: The contractor shall have a service organization, trained and experienced in removing the current UPS, making required building or power modifications prior to installation of new UPS, possibly removing, bypassing, or modifying two transformers within the room, procure parts for new UPS, install and test the new UPS.
Current Uninterpretable Power Supply (Current UPS):
The current UPS model is EATON 9395 (“current UPS”), installed in November 2012 and is at end of life and showing faults, requiring a replacement to prevent outages affecting mission requirements.
The current UPS is located at Building 946 (“facility”) at Osan Air Base, South Korea within the Pyeongtaek City limits. The building is frequently mentioned as Pacific Air Simulation Center (PASC) building.
The batteries currently in and use and to be used with the new UPS are 120x C&D Technologies 12V 109AH VRLA (Part Number UPS12-400MRX)

The unit tenants of the facility are 7th Air Force A8/9 occupying the 1st and 2nd floor and 694th Intelligence, Reconnaissance, Surveillance Group occupying the 3rd floor.
The 7 AF/A8/9 facility manager (“facility manager”) is represent the tenants listed above and will be the U.S. government lead and contracting officer representative (COR) for this effort.
New Uninterruptable Power Supply Requirements (New UPS):
The new UPS shall at least support the current power demand and safeguard requirements already provided by the current UPS. This includes no loss of power to connected information technology and security systems while on battery power and integrated with the facility power generator.
The facility’s power generator typically takes 3 – 10 seconds to provide power to the facility in the event commercial power is lost. During this time, the new UPS must provide uninterrupted power to these systems. Once power generator provides power, the new UPS batteries are no longer used.
The new UPS shall use the existing batteries that are used by the current UPS.
The new UPS shall use the existing room and space that houses the current UPS.
Objectives: Replace current UPS system to ensure continuous 24/7 power for critical infrastructure at a cost that is mutually agreeable to the facility manager and contractor.
Scope. Effort shall occur within Building 946 and 20 meters from the surrounding area. Removal and disposal of current UPS hardware, procurement of new UPS unit, installation, and system testing. Annual and follow-on maintenance contract or agreement will be managed by a separate contract.
Part 2
Detailed Contractor Tasks
All tasks listed below shall be coordinated in English with the building’s facility manager who is the on-site U.S. government point of contact for this work.
Site Survey: The contractor shall visit the building and walkthrough with the building’s facility manager to survey the current UPS and determine the feasibility of replacing the UPS and any required building or power modifications such as possibly removing or modifying transformers.
UPS Parts and Service Procurement and Estimated Timeline: Based on the site survey and obligated funding, the contractor shall procure or source the replacement UPS parts and required services. The contractor shall provide the facility with an estimated schedule for current UPS removal, replacement UPS installation, and replacement UPS full operation.
Current UPS removal and disposal: The contractor shall schedule with the facility manager on removing the current UPS and making any required building or power modifications prior to the installation of the new UPS. With approval of the facility manager, the contractor shall execute removal of current UPS and make the required building or power modifications. The contractor MUST ensure the facility continues to receive base commercial power prior to shutdown of the current UPS. The contractor shall safely transport, dispose, and/or recycle the current UPS.
New UPS installation: Contractor provides all necessary labor, tools, materials, and services to install the replacement UPS and use existing batteries.
New UPS integration: The contractor will be responsible for testing, configuring, and validating the new UPS operation to ensure that it supports specified load capacity, to ensure that the building tenants can maintain their mission.
Part 3
Logistics and Security
Hours of Performance: Standard work typically occurs between 0800 to 1600 Korea Standard Time, Monday through Friday, excluding holidays, unless otherwise approved by the Contracting Officer Representative (COR).
Site Access and Clearance Requirements: The contractor must have access into Osan Air Base without being escorted in.
