STATEMENT OF WORK PROJECT NO: KMND 262002 REPLACE BUILDING 3408 Chiller, JBPHH hi 154th Civil Engineering Squadron 8 JULY 2026 Hawaii Air National Guard 154th Wing Guard Bldg 3392 Hickam Air Force Base, Oahu, Hawai‘i SCOPE: This project requires all labor, tools, equipment, transportation, and supervision; as required for the project elements as described for the following work: Scope includes: Removal and replacement of one (1) 160 nominal ton rotary screw water chiller. Minimum cooling capacity of chiller must match existing (150 tons). Additionally, contractor will be required to isolate chiller, recover chilled water, properly dispose of wastewater, and replace existing isolation valves. The chillers primary water pump will also need to be replaced. Lastly contractor shall integrate chiller into existing direct digital control (DDC) system, test, adjust and balance accordingly. All work shall be completed as indicated on this SOW, the Contract drawings and in accordance with specifications and codes. The Contractor must coordinate with the 154 CES to access the work site as well as coordinate with the 154 CES environmental section for any hazardous materials storage/disposal. It will be the responsibility of the Contractor to restore the facilities to their original condition if any damage occurs during construction. LOCATION: This project is located on Hickam AFB, Building 3408 NORMAL HOURS OF OPERATION: 6:30 AM – 4:30 PM, Monday through Friday. The field investigation and subsequent construction can be accomplished anytime during these hours unless the base is closed for a holiday and 5-4-9 “Down Mondays” (Schedule can be provided upon request). Prior coordination, via Contracting Officer is required. Contractor will provide qualified onsite Supervision with proof of 5-years minimum experience, managing similar type and size projects, for approval, prior to commencement of work. ADMINISTRATIVE REQUIREMENTS: Contractor will be required to file and attain the following approvals prior to project mobilization: Contractor shall be responsible for obtaining base passes for all employees to include and associated subcontractors. All contract employees shall be subjected to backgrounds checks before base passes are issued and shall follow all base security procedures. A temporary construction waiver for the duration of the project. Project shall commence not later than thirty (30) calendar days after Notice to Proceed (NTP) and shall be completed within Three Hundred Thirty (330) calendar days. Contractor to coordinate with Contracting officer regarding long lead items (chiller manufacturing and delivery). Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility, or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor, completing the Force Protection computer-based training (CBT) course on the Advanced Distributed Learning System (ADLS), or Joint Knowledge Online at http://jko.jten.mil. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative. Contractor shall be responsible for obtaining and submitting Operation Security training (OPSEC) certificates of completion for all contractors and subcontractors. The required training can be completed online at https://www.cdse.edu/catalog/elearning/GS130.html OPSEC Control Plan (OCP): All contractors (including subcontractors) identified in the Operations Security (OPSEC) Plan under Appendix C of the Statement of Work shall supplement their current security practices by requiring any personnel involved in executing the KNMD 252002 contract to complete Government-sponsored and administered Operations Security (OPSEC) training. Upon contract award, all identified contractors (including subcontractors) shall sign the contractor's conformance statement contained within the Operations Security (OPSEC) Plan and submit it to the [Government agency] contracting officer thereby acknowledging that they will meet the requirements of the KNMD 252002 PMO generated OPSEC Plan. The contractor specialist security officer (CSSO) shall contact the contracting officer or designated contracting officer's representative (COR) in accordance with the OPSEC Plan to schedule key employees to attend the Government-sponsored OPSEC training. The contractor must immediately notify the Government upon the discovery of any nonconformance with the OPSEC Plan.
