DESCRIPTION:
The Contractor shall provide all labor, equipment, materials, and supervision necessary to remove and dispose of the existing RTU (Carrier 50PM-M16-A-50-AO) and install a new, fully functional RTU at Building 34, Stratton Air National Guard Base. The new unit shall be fully integrated with the building's existing ductwork, electrical supply, and Direct Digital Control (DDC) system. The unit is approximately 105 ft from the closest paved surface.

PROJECT SCOPE
Contractor shall purchase, deliver, and install one (1) RTU with characteristics equal or superior to the existing unit or the following:
15-ton cooling capacity
2 stage compressor
Economizer package
Convenience outlet
208V/3 phase
The contractor shall ensure that all personnel performing work on regulated or environmental systems meet all applicable federal, state, and local licensing and certification requirements
The Government has determined that the existing RTU has lost its refrigerant due to leaks and is considered empty of refrigerant gas.
Contractor shall reuse the existing disconnects. Contractor shall perform all the necessary measurements and electrical and piping modifications as part of the existing contract price.
Contractor shall remove the existing unit and dispose of it according to all NYS and EPA regulations. The contractor shall retain the scrap value derived from the removed unit.
Contractor shall match existing ductwork to new supply and return opening.
Contractor shall interface base direct digital control (DDC) systems into the new unit. Contractor is to arrange for all programming for the new unit. Stratton ANGB utilizes Johnson Controls Metasys System.
Contractor shall install new roof curb or roof curb adapter. All curbing shall be weather-tight including sealing and caulking.
Contractor shall seal any and all penetrations, including roof and associated unit ductwork.
Any alterations to existing support structures must be certified by a NYS Professional Licensed Engineer and approved by the Contracting Officer’s Representative (COR).
Contractor shall test the RTU and provide the test report verifying that the operating pressures specified by the RTU manufacturer are met.
Contractor shall provide all cranes, motorized lifts & equipment necessary to perform the work. Crane must have appropriate flags and markings that comply with FAA requirement during use.
Contractor shall notify the COR of any crane operation in advance, provide crane height, and the crane shall have the appropriate flags.
Installation shall follow manufacturers’ guidelines.
Contractor will fill out and sign a form DD1354 to signify the acceptance of the project by ANG and authorize the capitalization of the asset.
CONTRACTOR REQUIREMENTS
The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available through MyLearning by completing the Force Protection CBT. For Contractors that do not require issuance of a CAC, local training will be provided during badge issuance at SFS via informational binder.
Requirement for OPSEC Training. In accordance with AFI 10-701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 90 days of employees’ initial assignment to the contract and annually thereafter. General organizational orientations may need to be supplemented by duty-related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. Initial training (OPSE 1301 - OPSEC Fundamentals) and refresher training (Protecting Sensitive Information) are both available on the MyLearning website.
