STATEMENT OF WORK Project Number VBDZ262108 Replace Bldg 7 Boilers DESCRIPTION: The Contractor shall provide all labor, equipment, materials, and supervision necessary to demolish and remove the existing boilers and install new, fully functional, high-efficiency boilers in the mechanical room of Building 7 at Stratton Air National Guard Base. The current system consists of two (2) condensing boilers with a joint capacity of 5,800 MBH. Both boilers need to be replaced with comparable units. The units do not have to be identical to the existing units, but the functionality must be preserved. See photos below for the current setup. Drawings and specifications of the existing system are provided as separate documents. These drawings are from the boiler replacement in 2012. At some point between 2012 and 2026, two additional expansion tanks were added. BASE SCOPE Safely de-energize and disconnect the existing boiler from any water, electricity, gas, communication and other connections. Remove and dispose of the existing boiler and any associated piping, venting, and electrical components that are no longer required. No abandoned piping or wiring is allowed. The Contractor shall assume ownership of the removed boilers/metal and is responsible for off-base disposal, retaining any scrap value. All other debris shall be appropriately disposed of off base. See the photo below for access to the mechanical room. Unless a crane is used, the existing boilers may need to be cut up/disassembled for removal. Contractor to decide the best way to remove the existing boilers and place the new ones in place. If a flame/torch is used, a hot work permit is required (approximately 15-minute process). Any facility/doors disassembly or demolition required for equipment removal or placement shall be returned to the original condition and properly sealed and insulated. Any equipment that needs to be disconnected shall be connected back. Furnish and install two new boilers. The current boiler system consists of 2 boilers: a 3.5 MMBtu and a 2.2 MMBtu. The contractor must install a system that can meet 5.5 MMBtu demand and be comprised of a minimum of at least 2 separate units. Furnish and install a new expansion tank adequate and properly sized for the new units. Contractor shall use a glycol/water ratio rated for -20 °F following manufacturer specifications. Furnish and install a low-flow water meter on the make-up feed line to monitor makeup water volume and determine whether there is a leak. Replace valves. Remove all the sludge in the system using a power-flushing machine. Confirm the feasibility of utility line tie-ins and vents prior to the proposal. Utility tie-ins may require modifications to fit the existing space and the new boiler. Pipe the boilers per the manufacturer’s recommendation and the ASME Boiler and Pressure Vessel Code and the International Mechanical Code. Provide and connect all piping, venting, switches, pumps, electrical, and control components necessary to make the system fully operational. Perform a complete system start-up, testing, and commissioning in strict accordance with the boiler manufacturer’s published installation and start-up manual. The Contractor shall utilize a factory-authorized representative to perform the final commissioning. Contractor must submit a startup report Connect the boiler to the base’s Metasys control system. Follow the sequence of operation dictated by the Specification (Separate attachment) or manufacturer’s recommendation. Provide start up training to the facility's staff on the proper operation and maintenance of the new boiler system. Provide all operation and maintenance manuals, as well as warranty information, for the new equipment. Freight shall be included in the proposal. Provide all equipment necessary to perform the work including any lifts, hoists, rigging, and PPE. Turn in the SDS for the materials used at the site to the government. Fill out and sign form DD1354 to signify the acceptance of the project by ANG and authorize the capitalization of the asset. MATERIAL SUBMITTALS The contractor will be required to have an approved material submittal prior to installation for the following components. Expansion Tanks New Valves PVC Exhaust Material submittals shall be submitted via Air Force Form 3000 (AF3000). CONTRACTOR REQUIREMENTS The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable.
