1 STATEMENT OF WORK (SOW) Replacement UV-Blocking Protective Mesh Screen Curtains for NAS Equipment 1. BACKGROUND The Federal Aviation Administration (FAA) Logistics Center (FAALC), AJW-L230 Facility Management Team, requires the replacement of existing UV-blocking protective mesh screen curtains located at the AJW-L600 Distribution Center Cable Yard at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma. The existing curtains have been in service for more than fifteen (15) years and have reached the end of their useful life. Many curtains are damaged, missing, or no longer provide adequate protection from ultraviolet (UV) radiation, wind, rain, and other environmental conditions. The curtains protect National Airspace System (NAS) equipment and other FAA assets stored in outdoor storage bays. Failure to replace the curtains will increase equipment deterioration, maintenance costs, and operational risks associated with the storage of mission-critical FAA assets. 2. PURPOSE The purpose of this requirement is to manufacture and/or procure, remove, dispose of, deliver, install, and configure replacement industrial-grade UV-blocking mesh screen curtains and associated hardware for two outdoor storage bay structures located within the AJW-L600 Cable Yard. The replacement curtains shall provide protection against UV exposure, weather-related degradation, and airborne debris while maintaining operational accessibility to stored equipment. 3. SCOPE OF WORK The Contractor shall furnish all labor, supervision, materials, equipment, transportation, tools, permits, and incidental services necessary to complete the work described herein. The Contractor shall: a. Conduct a site visit and verify field measurements prior to fabrication. b. Remove and dispose of approximately thirty-two (32) existing deteriorated curtains and associated hardware. c. Manufacture and supply thirty-two (32) custom UV-blocking protective mesh curtains. -- 1 of 5 -- 2 d. Provide all mounting brackets, fasteners, tensioning devices, and support hardware required for installation. e. Install sixteen (16) curtains on the east storage bay and sixteen (16) curtains on the west storage bay. f. Secure curtains to existing structural steel members in a manner that ensures safe operation and resistance to Oklahoma weather conditions. g. Perform final inspections and testing to ensure proper operation and secure attachment. h. Remove all debris generated during performance of the work and leave the work area in a clean condition. 4. INSTALLATION AND CONFIGURATION SERVICES 4.1 Pre-Installation The Contractor shall: • Coordinate all work schedules with the FAA Contracting Officer’s Representative (COR). • Verify dimensions and attachment locations before fabrication. • Submit shop drawings, product specifications, and material data sheets for FAA review and approval. 4.2 Installation The Contractor shall: • Remove and dispose of existing curtains and hardware. • Install new mounting hardware and support systems as required. • Install all replacement curtains in accordance with manufacturer recommendations. • Ensure curtains are properly tensioned and aligned. • Verify curtain operation and secure fastening. 4.3 Post-Installation The Contractor shall: • Conduct a final walkthrough with the COR. • Correct any deficiencies identified during inspection. • Provide warranty documentation and maintenance recommendations. • Provide as-built installation documentation if modifications to existing attachment methods are required. 5. MATERIAL REQUIREMENTS -- 2 of 5 -- 3 The replacement curtain system shall: • Be same or similar to existing curtains (as verified at pre-award site visit) • Designed for continuous outdoor exposure. • Provide protection from ultraviolet radiation while allowing airflow. • Resist tearing, mildew, moisture, and environmental degradation. • Be suitable for high-wind conditions common to central Oklahoma. According to the National Weather Service the average wind gusts are between 30-40 MPH with the highest gusts of 60 MPH in Oklahoma City. • Match or exceed the performance of the existing curtain system, • Proposed product shall be submitted for approval by the FAA prior to installation. 6. PERIOD OF PERFORMANCE The Contractor shall complete all work within forty-five (45) calendar days after receipt of Notice to Proceed. Expected schedule: • Material lead time: Approximately six (6) to eight (8) weeks. • On-site demolition and installation: Approximately two (2) business days. 7. LOCATION OF INSTALLATION FAA Logistics Center Mike Monroney Aeronautical Center (MMAC) 6500 South MacArthur Boulevard, Bldg. 002-LSF, Distribution Center Cable Yard Oklahoma City, Oklahoma 73169 All on-site work shall be performed at the designated outdoor storage bays, identified by the COR. 8. GOVERNMENT-FURNISHED PROPERTY / DUMPSTERS The Government will provide access to designated dumpsters located on-site for disposal of removed curtains and associated non-hazardous materials. The Contractor shall: • Transport demolition debris to Government-designated dumpsters. • Segregate recyclable materials when directed by the COR, i.e. metal hardware. -- 3 of 5 -- 4 • Dispose of hazardous materials, if encountered, in accordance with applicable federal, state, and local regulations. • Coordinate dumpster use with the COR prior to commencement of demolition activities. 9. SECURITY REQUIREMENTS 9.1 Contractor Personnel All contractor personnel requiring access to FAA facilities shall: • Possess a valid REAL ID-compliant driver's license or acceptable federally approved identification. • Present identification upon request by Government security personnel. • Comply with all FAA security procedures and escort requirements. 9.2 Company Ownership For security and operational reasons, the prime contractor and any sub-contractors performing work on-site shall be United States-owned and operated businesses. 9.3 Facility …
