Description

Statement of Work Scope: The Comprehensive Industrial Hygiene Laboratory (CIHL) at the Navy Environmental and Preventive Medicine Unit (NEPMU) Two (2) service in the areas of industrial hygiene for the analysis of air, toxic propriety products and performance of toxicological testing to evaluate worker exposure to hazardous materials. CIHL analyzes over 36,000 samples annually for different analytes using a variety of instrumentation such Ion Chromatography, Atomic Absorption Spectrometry-Graphite Furnace, High Performance Liquid Chromatography, and Gas Chromatography that utilize the noted goods. The CIHL is located at: Purpose: The lab uses contract labs to cover sample analysis that is outsourced based on the low sample volume or as a backup for coverage when instrumentation goes down. Without having the backup the lab risks losing the samples due to the delays in fixing instrumentation. Sample holding time varies drastically based on media type and sample type. Requirements: The lab requires the contracted lab to be accredited by the American Industrial Hygiene Association and ISO/IEC 17025:2017 for any test that the contract lab completes. The contracted lab shall have to prove accreditation by providing certificates prior to being awarded the contract. Any changes in the contracts lab certification must be communicated to CIHL in writing within five (5) days of the change. CIHL Norfolk is requesting a not to exceed contract of $30,000 per year, with the understanding that not all the $30,000 may be used during that year. The substances that may need to be analyzed with CAS numbers are listed within the statement of work under Appendix 1. The lab may request a substance not on the list in addition at government pricing. This is to cover tests not normally requested that may be needed. The CIHL will check with the contract lab prior to sending testing not specified on the contract. Requesting CIHL will designate samples as “ROUTINE” or “Expedite.” Turnaround times are calculated from the date of contractor’s receipt of sample to date of receipt of technically acceptable analysis results acceptance by the requesting CIHL. Timeframes are identified below: Routine: Ten (10) business days Expedite: Not to exceed five (5) days. Expedited samples will be coordinated in advance The contract lab will not blank subtract any analysis completed. The contract lab may be asked to provide media for the tests that will be completed by the contract lab. The contracted lab may invoice the government for the cost of media and or shipping. Contract Length: The contract agreement will be for a period of one year (12 months) and three (3) subsequent option years from the designated start date. One Year: September 23, 2026 – September 22, 2027 Option Year 1: September 23, 2027 – September 22, 2028 Option Year 2: September 23, 2028 – September 22, 2029 Option Year 3: September 23, 2030 – September 22, 2031 Contractor Responsibilities: The contractor shall be responsible for analysis of all samples within the lab’s accreditation scope. Any issues or mistakes by the contract lab will be reported in writing within 48 hours of the mistake, when the mistake involves the loss of sample or any changes in the results. The following goods shall be provided at the CIHL locations identified in the scope. Prices quoted will be based on fair market pricing and will not increase in cost of more than 5% annually. All invoices will occur in WAWF and not be billed directly to the laboratories.
