PERFORMANCE WORK STATEMENT: PROGRAM MANAGEMENT SUPPORT
SERVICES FOR THE U.S. COAST GUARD OFFICE OF SPECIALIZED
CAPABILITIES (CG-721)
1.0 GENERAL
1.1 SCOPE. The purpose of this contract is to acquire on-site contractor technical and program
management support services for the U.S. Coast Guard (USCG) Headquarters Office of
Specialized Capabilities (CG-721). The Contractor shall provide comprehensive administrative,
analytical, and technical support to assist and advance the USCG’s Countering Weapons of Mass
Destruction (CWMD) General programs. The Contractor shall support the USCG’s CWMD
program by enhancing program processes, capabilities, and the execution of USCG mission
requirements to sustain the national security posture against Chemical, Biological, Radiological
and Nuclear threats and from Weapons of Mass Destruction (WMD). The Contractor shall also
support the revision and changes of program manuals, policies and techniques, tactics and
procedures (TTP) which align with Force Design 2028 and USCG Strategies. Support under this
contract includes but is not limited to event planning and coordination, technical analysis,
program planning, preparation and review of draft correspondence i.e. memorandums, lecture
materials as directed by the CBRN program manager.
1.2. BACKGROUND
As the lead federal agency in the maritime domain, the Office of Specialized Capability CG-721
is responsible for strategy, policy, and doctrine development for Coast Guard operations globally
in or near a CBRN/WMD contaminated environment and aligns with all Presidential Homeland
Security Directives and the Department of Homeland Security Strategic Plans. The Coast Guard
collaborates with DOW, Federal, State and Local agencies to defend against Chemical,
Biological, Radiological, Nuclear (CBRN), Weapons of Mass Destruction (WMD), Toxic
Industrial Chemical (TIC), and Toxic Industrial Material (TIM) threats to the United States. In
order to do so, the Office of Specialized Capability CG-721 identifies gaps, operational
requirements, quantifies detection systems and protective equipment needs, evaluates potential

solutions, develops policy, assesses readiness, and determines the balanced measures necessary
to protect USCG personnel, the American public from all hazards associated with a
CBRN/WMD attacks, whether accidental, natural or man-made.
The CWMD program must ensure the CG is prepared for a synchronized U.S. government
response to threats against the United States and its allies, its Marine Transportation System, and
its interests in the maritime domain. To achieve this, the Coast Guard requires unique subject
matter expertise to evaluate CBRN readiness across the Trident of Forces, identify and mitigate
gaps, develop policy, TTPs and provide capabilities that meet the ever-increasing global threat.
SMEs will support the CWMD Program Manager and units listed below in all aspects related to
the CG’s CBRN programs.
Forces include:
• General Forces represent the foundational layer of the Coast Guard's tiered response.
They are trained to provide initial response to a CBRN incident, with responsibilities
including establishing security perimeters, conducting preliminary site assessments, and
providing support to national response assets until specialized teams arrive on scene.
• Cutter Forces are equipped to operate in CBRN environments, providing crucial
capabilities for detection, monitoring, and decontamination. As sea-based platforms, they
ensure the continuity of maritime operations and provide essential support to specialized
response teams during and after a CBRN event.
2.0 REQUIREMENTS
2.1 Program Management Support
2.1.1 General Support Services
• 2.1.1.1 The Contractor shall support CG-721 in working groups, capabilities,
requirements, policy, and doctrine conferences, meetings, and government training events

in support of identified deliverables. Contract staff shall provide written notes that
capture CG-721 action items and equities discussed during these events.
• 2.1.1.2 The Contractor shall proofread concepts, procedures, policy, doctrine, and other
official documents and recommend corrections to ensure proper formatting or layout and
use established "line-in and line-out" or comment matrix procedures for electronic
responses.
• 2.1.1.3 The Contractor shall develop presentations and support the layout and publication
of concepts and related products in support of identified deliverables. Products include,
but are not limited to, detailed briefings and graphics support. The USCG shall review all
products and may use them for professional publications. These products shall become
the property of the Government in accordance with the incorporated applicable FAR
Clause.
• 2.1.1.4 The Contractor shall draft, format, and submit all documents in accordance with
the Coast Guard Directives System, COMDTINST 3400.5(a) , and the Coast Guard
Correspondence Manual, COMDTINST 3400.51(a).
• 2.1.1.5 The Contractor shall assist the government with the maintenance of the Unit
Allowance List (UAL), which captures the numbers and location of all CBRN equipment
in the Coast Guard inventory. The UAL is hosted on the CG-721 Web Page.
• 2.1.1.6 The Contractor shall provide an electronic library of all intellectual property. The
Contractor shall provide a separate electronic library of all classified intellectual property
to the Division Security Officer (DSO). The libraries shall be cataloged and include the
current status of all property. Passwords for all password-protected files shall be supplied
separately.
• 2.1.1.7 The Contractor shall provide SME advisory support. Advisory support shall be
provided for CG, DHS, and Joint acquisition programs, to include program management,
technical appraisal, test and evaluation, and joint capabilities.
