Description

Department of Defense United States Army Performance Work Statement Olink ® Certified Service Provider United States Army Research Institute of Environmental Medicine Military Nutrition Division PART 1 GENERAL INFORMATION This is a non-personal services contract to provide assays conducted by an Olink ® certified service provider. Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Olink ® assays defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. Background: The Military Nutrition Division at the U.S. Army Research Institute of Environmental Medicine (USARIEM) requires services to analyze up to 88 biological samples collected in collaboration with the Norwegian Defense Force, for targeted protein metabolism, inflammation, and immune response panels. Objectives: The objective of this requirement is to obtain analysis of up to 88 biological samples for required targets. The required targets are manufactured by Olink ® into single panels for metabolism, inflammation, and immune response analytes. Scope: The services required are Olink ® technology assays. These assays use proximity extension assay technology, a highly specific and multiplexed method. Services include three specific Olink ® panel analyses for up to 88 samples each. These panels target metabolism, inflammation, and immune response biomarkers. The contractor shall accomplish running and analysis of all three panels for each of the samples provided (up to 88). Period of Performance: 15 August 2026 – 14 August 2027 Administrative specifications Place of performance: The work shall be performed at the contractor’s laboratory. USARIEM will ship the samples via FEDEX to the specified address once the contract is awarded. Recognized Federal holidays: The contractor is not required to perform services on the following holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Day Christmas Day Independence Day Hours of operation: The contractor is responsible for conducting business Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Emergency Services: No emergency services will be required. Contractor travel: There are no requirements for contractor travel. Other Direct Costs: There are no other direct costs to be considered. Quality Quality Control (QC): The contractor shall develop and maintain an effective QC program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure nonrecurrence of defective services. The contractor’s QC program is the means by which the work complies with stated requirements. To assure precise and accurate results, the contractor must run both a positive and negative control on each panel along with calibrators. Quality assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan provides a systematic method for the Government to evaluate performance and to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). Contractor personnel: There are no Common Access Card, physical security, or key requirements. All work is to take place at the contractors laboratory. No government facilities or equipment will be utilized. . Lock combinations: Reserved. Key personnel (Contractor): Not applicable. Data rights: All data produced from sample analysis belongs to the government. Data must be delivered to USARIEM via Excel or a similar program. Reporting Service Contract Reporting: RESERVED. Non-Disclosure Agreement: Not applicable. Government’s Contracting Officer’s Representative (COR): The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract. Contractor Identification: Not applicable. No work by the contractor will take place in a government facility. . Contractor Access to Health Affairs (HA)/Defense Health Agency (DHA) Network(s): Not applicable.
