Solicitation No. 75H71026Q00109 is issued as a Request for Quotation (RFQ) for the procurement of Third-Party Revenue Clearinghouse Services. Required services include, but are not limited to, the following: • Access to verification of third-party payers; • Submission of 837 HIPAA-compliant claims; • End-to-end clearinghouse services; • Electronic submission of claims to Medicare, Medicaid, commercial payers, and the Department of Veterans Affairs (VA); • Real-time patient eligibility verification; and • Secure access through a web-based portal for authorized users. All services shall be provided in accordance with (IAW) the attached Performance Work Statement (PWS). The applicable North American Industry Classification System (NAICS) code is 541519 – Other Computer Related Services. The following factors shall be used to evaluate quotes: (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: • Technical capability • Past performance to include relevant experience • Price (b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). (c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
