Description
ATTACHMENT 1:TECHNICAL SPECIFICATIONS TIER II MOBILE COMMAND POST VEHICLE (MCPV)
1.0 GENERAL
1.1 The Contractor shall provide a custom-engineered Tier II Mobile Command Post Vehicle (MCPV) system consisting of a gooseneck trailer and, when ordered, a fully integrated prime hauler vehicle.
1.2 The MCPV shall be designed, engineered, manufactured, integrated, tested, and delivered as a complete operational system.
1.3 The MCPV shall support command, control, communications, and computer (C4) operations in support of FBI missions.
1.4 The expected operational service life of the MCPV shall be a minimum of fifteen (15) years.
1.5 The Contractor shall maintain a current ISO 9001 certification throughout contract performance.
2.0 PRIME HAULER REQUIREMENTS (WHEN ORDERED)
2.1 The Contractor shall provide a Class 4 prime hauler vehicle (Ford F-450 or equivalent).
2.2 Minimum Requirements:
Dual rear wheel configuration;
Four-door crew cab;
Seating capacity for five personnel;
Minimum 500 horsepower diesel engine;
Minimum 1,000 ft-lb torque;
Automatic transmission, minimum ten (10) speeds;
Minimum forty (40) gallon fuel tank;
Silver exterior color;
Power seats with lumbar support;
LED headlights and fog lights;
AM/FM/Bluetooth audio system;
Apple CarPlay and Android Auto compatibility;
Minimum ten-inch navigation display;
360-degree camera system;
Lane departure warning and parking sensors;
Front bucket seats and center console;
Power windows and locks;
Adjustable steering wheel with integrated controls;
Vehicle alarm system;
Spray-in protective bed liner.
2.3 Emergency Equipment
The Contractor shall provide:
Whelen or equivalent emergency lighting;
Public address system;
Motorola APX-8500 radio installation;
Trailer camera display system;
Trailer side and rear camera integration.
2.4 Integration
The Contractor shall ensure full interoperability between the prime hauler and MCPV trailer including:
Emergency lighting controls;
Generator integration;
Fuel system integration;
Camera systems;
Communications systems;
Trailer umbilical systems; and
Safety systems.
3.0 GENERATOR SYSTEM
3.1 The Contractor shall provide a diesel generator system sized to support the full electrical load of the MCPV while operating at no greater than eighty percent (80%) rated capacity.
3.2 Generator Requirements
Diesel fueled;
Weatherproof enclosure;
Sound attenuated;
Vibration isolated;
Serviceable installation;
Minimum twenty (20) gallon fuel tank;
Three-phase 208V shore power capability;
Cam-Lok E1016 connectors;
Fifty (50) foot shore power cable.
3.3 Fuel System
The generator shall:
Operate from integrated fuel tank;
Operate from prime hauler fuel tank;
Include three-way fuel selector valve;
Include fuel shutoff capability.
4.0 MCPV TRAILER CHASSIS
4.1 General
Maximum overall length: 45 feet;
Maximum width (stowed): 8 feet 6 inches;
Maximum Gross Trailer Weight: 26,000 pounds;
Maximum pin weight: 5,000 pounds.
4.2 Chassis Requirements
Gooseneck design;
Rear chamfer;
Minimum two axles;
Air ride suspension;
Backup air supply capability;
Electric brakes;
Electric/hydraulic leveling system;
Hydraulic landing gear capable of lifting the trailer.
4.3 Wheels and Tires
Matching wheels and tires;
Aluminum, polished, or powder-coated wheels;
Tires rated for trailer load;
Tires rated for speeds exceeding 75 mph;
One matching spare wheel and tire.
5.0 TRAILER INTERIOR CONFIGURATION
5.1 Occupancy
The MCPV shall support fifteen (15) to twenty (20) simultaneous users.
5.2 Layout
The interior shall include:
Front and rear personnel entry doors;
Ability to divide the interior space into a 60/40 configuration;
Interior separation wall with door;
Conference table seating four to six personnel;
Minimum fifteen workstations;
Minimum four interior video displays.
5.3 Interior Design
The Contractor shall minimize interior obstructions and maximize usable workspace.
6.0 CONSTRUCTION REQUIREMENTS
6.1 Exterior Construction
Minimum .090 aluminum skin;
Minimal seams;
No exposed rivets or screws where practical;
Silver paint with blue stripe;
Diamond plate or equivalent rock guard.
6.2 Doors
Alarmed personnel and storage doors;
Medeco keyed-alike locks;
Windows with blackout capability;
Integrated retractable steps;
Handrails.
7.0 ELECTRICAL SYSTEMS
7.1 General
All wiring shall:
Be protected from abrasion;
Be installed in conduit, raceways, or flexible duct;
Be labeled at both ends;
Be accessible for future maintenance.
7.2 Data Cabling
CAT-8 shielded cable;
T568B termination;
Color-coded network drops;
Individually numbered ports.
7.3 Workstations
Each workstation shall include:
Three CAT-8 network ports (Red, Green, Blue);
One duplex electrical outlet;
Two USB-C charging ports.
7.4 Electrical Outlets
The MCPV shall include:
External 15 amp night service receptacle;
One curbside 220V receptacle;
UPS-supported receptacles as required.
8.0 INPUT/OUTPUT PANELS
8.1 The Contractor shall provide lockable I/O panels on:
Curb side;
Street side;
Roof.
8.2 Each panel shall include:
USB charging ports;
HDMI ports;
RF ports;
RJ-45 network ports;
AC power outlets;
Fiber connections;
Interior illumination.
9.0 MAST SYSTEM
9.1 Minimum Requirements
Pneumatic mast;
Minimum thirty (30) foot height;
Minimum 200-pound masthead capacity.
9.2 Mast Cabling
CAT-8 cabling;
LMR-240 cabling;
AC power;
DC power.
9.3 Mast Equipment
Two HD PTZ cameras;
Cellular antenna;
4.4-5.0 GHz antenna;
Safety strobe light.
10.0 EXTERIOR SYSTEMS
10.1 Awnings
Curb side awning;
Awnings over personnel doors;
LED lighting;
Automatic retract capability.
10.2 Exterior Video Display
Minimum 55-inch HD display;
Weatherproof compartment;
Wi-Fi and Bluetooth disable capability.
10.3 Exterior Lighting
The Contractor shall provide:
Emergency lighting visible from all directions;
LED marker lights;
