1. INTRODUCTION
This Statement of Work (SOW) defines the requirements, scope, responsibiliƟes, and deliverables for the
turnkey replacement of two (2) 10-ton packaged Air CondiƟoning (AC) units that provide mission-criƟcal
cooling for the Naval Computer and TelecommunicaƟons StaƟon (NCTS) / Regional Hub Node (RHN)
Guam X-Band Terminal.
2. SCOPE OF WORK
The contractor shall provide all necessary project management, materials, equipment, labor, and
technical services to perform the following:
2.1. Decommissioning and Removal of ExisƟng AC Units
Perform lock-out/tag-out (LOTO) and safely disconnect both legacy AC units from the electrical
distribuƟon system.
In accordance with all environmental regulaƟons, recover and reclaim all refrigerant from both
units.
Drain and contain all compressor oils and other lubricants for proper disposal.
Rigorously disconnect and remove the units from their roof curbs/mounƟng pads.
Dismantle and transport the legacy AC units from the site to an authorized disposal and recycling
facility.
Remove and dispose of any associated conduits, refrigerant lines, or ductwork that cannot be
reused for the new system installaƟon.
2.2. Disposal and Environmental Compliance
The contractor is solely responsible for the off-base transportaƟon and final disposal of the two
decommissioned AC units, including all components, refrigerants, and oils.
All hazardous materials must be handled and disposed of in strict compliance with U.S.
Environmental ProtecƟon Agency (EPA) and applicable local Guam environmental regulaƟons.
The contractor shall provide the ContracƟng Officer's RepresentaƟve (COR) with official receipts
and cerƟficates of disposal/destrucƟon for all hazardous materials and decommissioned
equipment as a condiƟon of project acceptance.
2.3. InstallaƟon of New Packaged AC Units
Prepare the site for installaƟon, including any necessary modificaƟons to the exisƟng mounƟng
pads to accommodate the new units.
Coordinate the delivery, rigging, and offloading of the two new packaged AC units.
Install and securely anchor both units in their designated posiƟons.
Perform electrical integraƟon to the exisƟng power panel. The contractor may reuse exisƟng
conduits and wiring, provided they are in serviceable condiƟon, appropriately sized per the new

equipment specificaƟons, and can be connected without splicing. If exisƟng wiring is inadequate,
the contractor shall provide and install new wiring from the panel to the units.
Connect to exisƟng ductwork. If modificaƟons are required, they shall be executed to Sheet
Metal and Air CondiƟoning Contractors' NaƟonal AssociaƟon (SMACNA) standards.
Install new refrigerant lines, ensuring they are correctly sized, insulated, and pressure-tested per
manufacturer specificaƟons.
2.4. TesƟng and Commissioning
The contractor shall develop and submit a comprehensive Test and Commissioning Plan to the
technical POC for review and approval no later than 14 days prior to scheduled tesƟng.
Verify all electrical connecƟons, safeƟes, and control sequences.
Conduct funcƟonal performance tesƟng, which must include, at a minimum: verificaƟon of
refrigerant charge, measurement of airflow (CFM), temperature differenƟals across coils, and
staƟc pressures.
Demonstrate the system's ability to meet the cooling load requirements as specified.
Coordinate any required power outages with the COR at least 30 business days in advance.
2.5. Handover and DocumentaƟon
Provide on-site training for facility personnel covering the operaƟon, rouƟne maintenance, and
troubleshooƟng of the new HVAC system.
Submit a final documentaƟon package containing as-built drawings, manufacturer's installaƟon
and operaƟon manuals, a complete startup/commissioning report, and all warranty documents.
Conduct a final project walkthrough with the COR for official handover and acceptance.
3. TECHNICAL SPECIFICATIONS
3.1. ExisƟng Unit Details (For Disposal)
QuanƟty: Two (2)
Nominal Capacity: 10 Tons (each)
Status: Unserviceable and funcƟonally obsolete. To be decommissioned and disposed of.
3.2. New Packaged AC Unit SpecificaƟons
QuanƟty: Two (2)
Nominal Capacity: 10 Tons (each), providing N+1 redundancy.
Voltage: To match exisƟng site electrical service (e.g., 208V/3-Phase, 480V/3-Phase). The
contractor is responsible for verifying exact site voltage during the pre-proposal site survey.

Efficiency: Shall meet or exceed current U.S. Department of Energy minimum IEER (Integrated
Energy Efficiency RaƟo) standards for this equipment class.
Refrigerant: R-410A or other modern, EPA-approved, non-ozone-depleƟng refrigerant.
Features:
Corrosion-resistant coaƟng on condenser and evaporator coils suitable for a marine
environment.
Digital scroll compressors.
Independent unit controllers capable of standalone operaƟon and/or integraƟon with a
future Building AutomaƟon System (BAS).
Unit-mounted non-fused disconnect switch for maintenance isolaƟon.
Environmental Compliance: Must meet all relevant U.S. and Guam standards for noise and
environmental impact.
Warranty: The contract shall include a minimum two-year comprehensive warranty covering all
parts and labor, provided by the contractor or Original Equipment Manufacturer (OEM).
4. DELIVERABLES
The contractor shall provide the following key deliverables:
Two (2) new 10-ton packaged AC units meeƟng all specificaƟons herein.
A complete, turnkey installaƟon including tesƟng and commissioning.
A Test and Commissioning Plan.
Final DocumentaƟon Package (As-built drawings, O&M Manuals, Test Reports, Warranty
CerƟficates).
On-site training for government personnel.
A detailed Project Schedule submiƩed to the COR 30 days prior to the start of work.
