PROJECT SPECIFICATIONS Whiskeytown National Recreation Area Perform Roadway Striping Parkwide PMIS#317111 Solicitation #140P8426Q0052 GENERAL REQUIREMENTS PART 1 – SUMMARY OF WORK (SECTION 01 11 00) 1.1 WORK COVERED BY CONTRACT DOCUMENTS A. General: All work outlined below will be performed under a single contract. B. Project Location: This project is located at Whiskeytown National Recreation Area (WHIS), approximately 8 miles west of Redding, California on Highway 299. Work will be performed at multiple locations throughout the park as identified in the contract schedules. These locations include: • Visitor Center Parking Area • Brandy Creek Beach • South Shore Drive (Brandy Creek to Dry Creek) • Brandy Creek Marina Road & Parking • Brandy Creek RV Parking • Whiskey Creek • Oak Bottom Beach • Oak Bottom Marina • Oak Bottom Fire Station • Oak Bottom Boat Launch • Carr Powerhouse C. Project Background: WHIS experiences considerable rain and hot weather conditions. This combined with considerable traffic from park visitation results in severe wear on park roads and, in particular road markings installed on the roads for traffic delineation, control, and safety. The specified road surface markings need to be replaced in kind. D. Project Scope of Work: The Contractor shall provide all labor, materials, equipment, and supervision necessary to perform roadway and parking area striping at Whiskeytown National Recreation Area (WHIS). Work includes the application of pavement markings such as roadway centerlines, edge lines, and stop bars in accordance with applicable federal and state standards. Striping shall be applied to restore visibility, improve traffic control, and enhance visitor and operational safety throughout the park. All work shall be performed in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), Caltrans Standard Specifications, and other applicable standards as referenced in this contract. Project work will occur at multiple locations throughout the park. Detailed quantities, layouts, and specific striping requirements for each location will be identified in individual schedule line items associated with this contract. -- 1 of 13 -- The Contractor shall coordinate all work to minimize disruption to park operations, visitor use, and traffic flow. Traffic control measures shall be implemented as necessary to safely perform the work. E. Schedule The following schedules are provided to facilitate project biding per schedule line item. Lineal footage indicated is estimated and should be verified by contractor prior to providing a quote for this project. Please provide each Schedule as a separate line item in any quote for this project. G. All activities and work shall be performed in accordance with California Department of Transportation (CDOT) Standard Specification for Construction (2014), specifically Section 00850.00 Common Provisions for Pavement Markings, CDOT Traffic Line Manual, and the Manual of Uniform Traffic Control Devices (MUTCD). H. All paint materials used on this project shall be from CDOT Qualified Products List (QPL). 1.2 GOVERNMENT-FURNISHED ITEMS A. No government furnished items will be provided with this project. 1.3 PUBLIC / STAFF USE OF THE SITE A. General: The project site will be open to the public and/or staff during construction. The contractor shall always conduct operations to ensure the least inconvenience to the public and staff. Temporary closures may be permitted upon specific written approval by the Contracting Officer. 1.4 CONTRACTOR USE OF SITE A. General: Limit use of the site during the construction period to the project area limits as outlined on the attached site map. B. Park Regulations: Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law Enforcement Rangers will intervene if they perceive any unsafe or unlawful activity. C. Park Entry: Vehicles associated with the Contractor shall be waived the entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicle(s).
