Description

Award without Discussions: The Government intends to award without discussions but reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. Offerors should submit their best terms in their initial proposal. Payment: Payment for this action will be made by Electronic Funds Transfer (EFT) through the Defense Finance and Accounting Services (DFAS) utilizing Wide Area Workflow (WAWF). See DFARS 252.232-7006, Wide Area Workflow Payment Instructions, for more information. Period for Acceptance of Quotations: The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers. DPAS: This acquisition is rated under the Defense Priorities and Allocations System (DPAS) as: N/A Contract Financing: The Government intends to award a commercial Firm-Fixed-Price (FFP) contract for this requirement. Contract financing is not authorized for this acquisition. Contact Information: A Contracting Officer’s Representative (COR) will be appointed at the time of award. The successful Offeror will be furnished the COR name and contact information at the time of contract award. Offerors shall clearly demonstrate their ability to meet the requirements and deliverable schedule as outlined in the associated solicitation and PWS. As set forth in FAR 52.212-1 (g), Contract award, the Government intends to evaluate proposals and award one contract without discussions with offerors. The offerors’ initial proposal should contain the offerors best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines it necessary. Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS A. SUBMITTAL INSTRUCTIONS 1. Questions: All inquiries regarding this solicitation shall be submitted via email. Inquiries must specifically reference the solicitation section, paragraph, or PWS page number in question. All questions will be answered collectively via an official Amendment to the Solicitation posted to SAM.gov. • Deadline for Questions: 22 June 2026 at 12:00PM EST • Submit To: Contracting Officer, Andrew Pounds at Andrew.j.pounds2.civ@health.mil and Contract Specialist, Erin Biser at erin.l.biser.civ@health.mil. 2. Proposal Submission: Submit ONE proposal via email. The proposal shall be clear and concise, with each factor submitted as a separate file. The RFQ number PANDHA26P0000038595 must be in the subject line of all email communications • Submission Deadline: Proposals must be received no later than 29 June 2026 by 12:00 P.M. Proposal Format: The proposal shall be clear, concise, and logically assembled. To ensure efficient evaluation, Offerors must adhere to the following formatting rules: • Cover Page: Each complete submittal shall contain a cover page detailing the following: • Offeror’s Name and Address -- 1 of 17 -- • CAGE Code and UEI Number • Point of Contact (Name, Phone, Email) authorized to negotiate on behalf of the Offeror. • The RFQ Number. • Electronic Files Format: Proposals shall be submitted in formats readable by Microsoft Office 365 (Word, Excel) or Adobe Acrobat (searchable PDF). • Word Documents: Set “save as type” to “Word Document (*.docx)”. • Excel Spreadsheets: Set “save as type” to “Microsoft Excel Workbook (*.xlsx)”. • PDFs: When creating PDF files, the Offeror must create the file to enable textual search and copy functions. • Separate Files: Each evaluation factor must be labeled and submitted as a separate electronic file (e.g., "CompanyName_Factor1.pdf"). • Prohibited Formatting: Offerors shall NOT lock, encrypt, copy-as-image, password-protect, or otherwise place security barriers on opening or searching the files. In the event the Government cannot access, open, or search the electronic proposal, the Government will consider the proposal noncompliant, and it may be deemed ineligible for award. B. SPECIFIC CONTENT REQUIREMENTS 1. FACTOR 1: TECHNICAL CAPABILITY APPROACH • File Requirement: Submit one (1) electronic copy. • Content: The Offeror shall submit a written capability approach that clearly outlines the resources and methodology to be utilized in meeting the requirements of the Performance Work Statement (PWS). The narrative must specifically detail: • Staffing & Retention: The approach to recruiting and retaining qualified paramedics (including maintaining Endotracheal Intubation credentialing) to ensure 24/7/365 coverage with two operational ambulances. • Staging & Quality Control: The logistical staging strategy to guarantee the mandatory 7-minute response time standard across the installation. • Transition: A detailed plan for a seamless, highly compressed start-up and assumption of services by 1 November 2026. • Subcontractor/Partnership Plan: If the vendor intends to utilize subcontractors to perform any portion of this requirement, the vendor shall submit a narrative detailing the proposed arrangement. This narrative must explicitly demonstrate how the vendor will comply with FAR 52.219-14, Limitations on Subcontracting, ensuring that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor. 2.
