GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES ................................... 6 -- 2 of 6 -- Page 3 of 6 1 DESCRIPTION OF SERVICES: The 89AW executes a no-fail executive airlift mission that depends on a highly trained and continuously qualified aircrew force, requiring robust and realistic training capabilities to sustain readiness for more than 430 aircrew members. To support this mission, the Wing is procuring fuselage trainers that provide hands-on, high-fidelity training essential for safe and effective aircrew operations. These trainers must be installed within an existing Relocatable Simulator Shelter (RSS) on the installation; however, due to the size and configuration of the equipment, temporary structural modification of an RSS is required to allow delivery and placement. Contractor support is therefore necessary to remove a wall section to facilitate installation by the fuselage trainer manufacturer and to restore the RSS to its original, fully functional condition upon completion. The contractor shall provide all required personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform RSS Modification and Restoration for Fuselage Trainer Installation on Joint Base Andrews (JBA). M 2.2 RSS MODIFICATION SPECFICATIONS The contractor will provide an RSS installation team, equipment, tools and transportation to remove and replace a portion of the rear wall section of an existing RSS (RSS #2) at Joint Base Andrews. Specifically: 2.2.1 Coordinate with the 89 th Airlift Wing to ensure all utilities are shut off for the required work. 2.2.2 Construct a fence with an established Limit of Disturbance (LOD) to prevent outside parties from interfering. 2.2.3 Coordinate with JF Taylor and the 89th Airlift Wing to identify a location to store all materials removed from the building that will not block traffic flow in the parking lot. -- 3 of 6 -- Page 4 of 6 2.2.4 Identify if a crane is required for its work. If so, the contractor will coordinate with JB Andrews Airfield Management to ensure compliance with Federal Aviation Administration requirements. 2.2.5 Seal the exposed building to ensure no weather damage is incurred after the wall is removed and coordinate with JF Taylor to identify how the seal will be removed or how the Fuselage Trainer will be moved into the building through the seal. Additionally, the contractor will weather-proof the building’s removed parts to ensure no damage occurs. 2.2.6 Coordinate directly with JF Taylor to determine the timeline for the wall removal before the Fuselage Trainer installation and wall replacement after the Fuselage Trainer installation. 2.2.7 Remove roof caps, corner caps, and sealant. 2.2.8 Remove electrical from rear door, rear receptacles. 2.2.9 Remove (5) structural insulated wall panels. 2.2.10 Remove (1) horizontal i-beam. 2.2.11 **Allow Fuselage Trainer installation team to complete the installation, then:** 2.2.12 Re-install (1) horizontal i-beam. 2.2.13 Re-install (5) structural insulated wall panels. 2.2.14 Re-install electrical to rear door, rear receptacles. 2.2.15 Re-install roof caps, corner caps, and sealant. 2.2.16 Inspect & Test as needed to ensure RSS is structurally sound and working properly. 2.2.17 The contractor will provide all materials, equipment, and manpower necessary to complete the job. 2.2.18 The contractor is not required beyond normal hours of operation. 3 GENERAL INFORMATION: 3.1 HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: 6:00 A.M. - 6:00 P.M., Monday through Friday excluding Federal Holidays notated at https://www.opm.gov/policy-data-oversight/pay-leave/federal- holidays/#url=2026 unless coordinated with the Contracting Officer or an authorized Government representative associated with the contract. Any holiday rescheduling shall be at no additional cost to the government and shall not be the basis for non-performance. 3.2 Security Requirements: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor shall be responsible for the action of any of their subcontractors and their employees who are working on JBA. The contractor and subcontractor shall hire U.S. citizen(s) that are in possession of a valid State driver’s license, birth certificate and or Real ID.
