101 Project Scope
101.1
A. Scope of Work
This custodial services contract calls for regularly scheduled maintenance, including basic
cleaning services for vault latrines at Acton Recreation Area, Shepherd Ah Nei OHV, Shepherd
Horse Area, Four Dances Natural Area, and Sundance Recreation Area. The Contractor shall
provide all management, tools, equipment, labor, supplies, and incidentals necessary to ensure
custodial services are performed at the sites mentioned above. This contract will be for one base
year with two option years.

102 Description of Work
102.1
A. Basic Cleaning Services
The contractor shall accomplish all cleaning tasks to meet the requirements of this Performance
Work Statement.
1. Basic Cleaning Services; Vault Toilets
Exterior wall surfaces at vault toilet locations, including Acton, Shepherd, Four
Dances, and Sundance, should be washed whenever noticeable dust or dirt is present.
This ensures the sites remain visually appealing and hygienic for visitors.
Additionally, thorough cleaning must be performed every two weeks from April 1 to
May 30, and weekly from June 1 to October 31 at these sites. The interior of each
vault toilet shall be thoroughly cleaned during each recreation site visit. Cleaning
shall include, removal of all human waste from the inside/outside the toilet riser,
removal of trash and other debris in and around the building, completely refilling the
toilet paper. Floors swept and pressure washed, sprayed with sanitizing solution.
Remove all non BLM stickers, clean building interiors, including walls, partitions,
windows, pipe chases and ceilings. Remove all mildew, webs and insect nests.

• Toilet paper racks shall be completely refilled with paper, and
partial rolls shall be left for use on the wall bar above the racks.
• Hand sanitizer dispensers should be refilled with new bags of
sanitizer when bags are empty. Dispensers need to be checked each
service for replacement.
The contractor shall report to the Government any significant damage to any facility that offers a
safety hazard, compromises the functional operation of a facility, or seriously degrades the visual
quality of a recreation site.
Safety and functional hazards shall be reported within 24 hours of any site visit. Visual problems
shall be reported within 3 calendar days of any site visit.

The contractor shall report to https://www.sam.gov, with a copy to the Contracting Officer, on the
product types and dollar value of any biobased products in USDA-designated product categories
purchased by the Contractor during the previous Government fiscal year, between October 1 and
September 30; and submit this report no later than—October 31 of each year during contract
performance; and at the end of contract performance.
2. Recording of Service Visits
A Record of Service Visit form will be provided by the Government, this will be
submitted at the time of each payment request. This form will have the name and
phone number of the service provider, the date, the start and end time service was
performed, and the recreation site.
