The work is divided into several subareas as depicted on the site map (Appendix). The areas include BB Picnic Area, BB housing, VIP BB Campground, BB Campground, and Boulder Harbor. Boulder City is the nearest town, and Las Vegas is the nearest major metropolitan area. Project Background: The Boulder Beach Area at Lake Mead National Recreation Area is a heavily used developed recreation area encompassing approximately 70 acres and containing more than 500 mature trees, including cottonwood, palm, eucalyptus, desert willow, palo verde, mesquite and tamarisk species. Over time, many trees within the campground have experienced unmanaged growth, resulting in excessive canopy weight, dead limbs, basal suckers, and standing dead trees. These conditions create increasing safety concerns in areas frequently occupied by visitors and staff. Routine maintenance has not fully addressed the accumulation of hazardous tree conditions, and a comprehensive trimming and removal effort is necessary to restore safe operating conditions within the campground. This project represents a planned corrective maintenance action to address identified hazards and maintain the safe use and functionality of this developed visitor facility. Scope Summary: Work under this contract consists of providing all labor, supervision, equipment, rigging, aerial lifts, cranes, traffic control, debris hauling, and disposal necessary to perform hazardous tree mitigation and canopy maintenance within the Boulder Beach developed area of Lake Mead National Recreation Area. The work includes pruning, deadwood removal, canopy thinning, palm trimming, removal of standing dead trees, stump grinding, debris hauling, site protection, and restoration of disturbed areas. Work shall be performed in developed recreation areas that remain open to visitors during operations. The contractor shall coordinate work sequencing to maintain safe public access and minimize disruption to campground operations, park housing, and harbor facilities. Work Areas: Boulder Beach Campground – 42 Acres Remove approximately 21 dead trees, sizes vary. Trim approximately 145 trees Sizes of trees vary, species include but are not limited to cottonwood, gum, eucalyptus, desert willow, palo verde, and mesquite. Trim palm trees Approximately 60, sizes range from below 10 ft to the greatest extent of growth a palm can achieve. Boulder Beach Picnic Area – 14 Acres Remove approximately 8 dead trees, sizes vary. Trim approximately 15 trees Sizes of trees vary, species include but are not limited to cottonwood, gum, eucalyptus, desert willow, and palo verde. Trim 28 palm trees Sizes range from below 10 ft to mature canopy height. Boulder Beach Housing – 8 Acres Remove approximately 6 dead trees, sizes vary. Trim approximately 85 trees 30 large cottonwood or similar trees and 55 desert willows. Sizes of trees vary, species include but are not limited to cottonwood, gum, eucalyptus, desert willow, African Sumac, Mesquite, and palo verde. Boulder Beach VIP Campground - 3.5 Acres Remove approximately 6 dead trees, sizes vary. Trim approximately 30 trees Sizes of trees vary, species include but are not limited to cottonwood, gum, eucalyptus, desert willow, and palo verde. Boulder Harbor - 1.5 Acres Remove 1 (one) dead palm tree Trim 8 living palms Project Requirements Key Personnel: Certified Arborist, an expert in the cultivation and care of trees. A “Certified Arborist” shall serve as the “site superintendent” for this contract and will be present on site a minimum eight (8) hours per day whenever tree work is being performed. The Certified Arborist must have not less than three (3) years’ experience as a direct supervisor of a commercial tree maintenance operation that included tree removal, pruning, and stump removal in industrial, commercial or public sites and must be certified by International Society of Arboriculture (ISA). Experience must be of similar size and scope as the project being quoted. The Certified Arborist will ensure all pruning specifications are performed according to ANSI standards for tree pruning, ensure contract work does not conflict with events, and ensure employees are adequately supervised and proper conduct is maintained. ISA certification document must be provided by the Contractor when bidding on the contract. Work shall be performed around the campground users and will be performed within active public recreation areas. If closures are necessary, a minimum of 3-week notice must be provided to the COR for closure of campsites and loops. Campgrounds are at minimum capacity in August. This would be the best month to perform work. The project will be under a single prime contract. Work areas include paved campground loops, pedestrian areas, and landscaped zones. Contractor shall utilize equipment capable of operating within confined areas without damaging pavement, utilities, irrigation systems, or park infrastructure. Vehicle travel is restricted to existing routes. Provide a schedule to the COR before starting work. A pre-work meeting will be held prior to commencing work.
