DELETED previous incorporated statement of work and INCORPORATE a revised statement of work dated July 13, 2026. A High-level summary of revisions to the statement of work: a. Simplified Design and Engineering Requirements i. No Stamped Drawings Required: Bidders can now use their own in-house technical staff to complete layouts instead of hiring outside firms for professionally stamped construction documents. ii. Streamlined Design Reviews: Completely eliminated the traditional 30/60/90% multi-phase review cycle, replacing it with a single 100% final design submission prior to construction. iii. Reduced Deliverables: Waived the requirement for custom written technical specification books; equipment data and sizing will now be embedded directly onto drawing sheets. iv. Eliminated Costly Studies: Removed all requirements for technical electrical studies, including power quality testing, harmonic analysis, megger testing, and infrared scans. v. Basic Layouts Allowed: Limited the design package requirements to basic 2D plumbing diagrammatic schematics and simple electrical line diagrams (if necessary). b. Relaxed Personnel Restrictions i. Dual-Role Staffing Permitted: Allowed a single qualified individual to fulfill multiple key personnel roles (e.g., the Site Superintendent can also act as the Safety Manager). ii. Lowered Experience Bars: Reduced the minimum required experience for the Project Manager and Site Superintendent from 10 years down to 7 years. iii. Subcontractor Flexibility: Allowed key personnel roles to be filled by dedicated subcontractors or consultants rather than strictly limiting them to direct prime contractor employees. B. Any questions/requests for information (RFI)s/requests related to this solicitation must be received by the POC listed in Block 9 on the SF 1442 on or before July 28, 2026, no later than 3:00 PM (MT) C.
