STATEMENT OF WORK
SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT
C.1 BACKGROUND
The Surface Combat Systems Center (SCSC) Wallops Island, VA requires support for
management, engineering, operation, and technical expertise for activation, operations,
maintenance and engineering of equipment, and systems and computer programs in support of all
the Naval Sea Systems Command (NAVSEA) and Program Executive Office, Integrated
Warfare Systems (PEO IWS) missions and projects performed at SCSC. The SCSC provides live
and simulated integrated warfare capabilities in a net-centric, maritime environment to develop,
test, evaluate, and conduct fleet operations and training for the warfighter. The SCSC facilities
include the SCSC Command Headquarters area, the Captain Eric L. Washam USN AEGIS
Engineering and Training Complex, the Ship Self Defense System (SSDS) Facility, the SCSC
Sensor Test Site, and the Wallops Island Engineering Test Center (WIETC).
The AEGIS Complex provides support to AEGIS and Ballistic Missile Defense (BMD) Lifetime
Support Engineering, Training, In-Service Engineering, Interoperability Testing, Engineering
Initiatives, and Technical Research & Development and fleet operations as an integral part of the
critical path to successful engineering development and integration of combat system upgrades in
the Navy’s systems required to maintain and upgrade the AEGIS and BMD equipped fleet,
ensuring it’s in war ready condition and fully capable of executing its mission.
The SSDS Facility provides support to SSDS Lifetime Support Engineering, SSDS Training,
SSDS In-Service Engineering, Interoperability Testing, Engineering Initiatives, and Technical
Research & Development and fleet operations as an integral part of the critical path to successful
engineering development and integration of combat system upgrades in the Navy’s aircraft
carrier and amphibious shipbuilding programs and ship modernization initiatives.
The SCSC Sensor Test Site, Building V-95 compound, provides support to PEO IWS 2, Above
Water Sensors, for engineering development and combat system integration. WIETC supports
PEO IWS 2 for element testing and integration with established combat systems and may be
used for future mission support.
The SCSC Command Headquarters area consists of several buildings on the main base and
provides support services to the Command such as Logistics, Administration, Finance,
Information Technology (IT), and Security.
C.2 SCOPE
The Contractor shall provide management and technical expertise for engineering, operations,
combat systems readiness, configuration management, technical library, and tactical data
management support services in support of the activation, operations, maintenance and
engineering of equipment, systems and computer programs in support of all NAVSEA and PEO
IWS missions supported by SCSC. The SCSC’s mission includes AEGIS, SSDS, BMD,
Integrated Combat Systems (ICS), and Sensor Projects. Future systems may be added in support

of Navy, Department of War (DOW), or other national interests. Thus, the Contractor shall also
provide for the installation, activation, and upgrade of current and future cruiser, destroyer,
carrier, amphibious, and ship modernization initiatives at SCSC.
SCSC’s operational schedule is seven (7) days per week and two (2) shifts per day in the AEGIS
and SSDS facilities. Overtime and surge support may be required to support operations.
Overtime staffing requirements would include the following: operational events, activation,
testing, and projects support, which require longer workdays; event scheduling and dependencies
will require weekend event support, and prolonged test efforts.
C.3 REQUIREMENTS
C.3.1 SYSTEMS ENGINEERING AND ANALYSIS
C.3.1.1 PLANNING AND REVIEWS
C.3.1.3.1 The Contractor shall employ a systems engineering approach to define, develop,
and manage SCSC capabilities, focusing on total system performance and cost optimization.
C.3.1.3.2 The Contractor shall install, activate, integrate, test and document all baseline
system equipment defined in the latest All Baselines Equipment List (ABEL), Ship Change
Document (SCD), other SCSC approved documentation or an approved change by the SCSC
Configuration Management (CM) process.
C.3.1.3.3 The Contractor shall provide engineering review and critique of combat system
and ship integration proposals, identifying engineering shortfalls and key trade-off requirements.
C.3.1.3.4 The Contractor shall conduct and participate in formal and informal program
design reviews, to include In Process Reviews (IPR), System Design Reviews (SDR),
Preliminary Design Reviews (PDR), Engineering Design Reviews (EDR) and Critical Design
Reviews (CDR).
C.3.1.3.5 The Contractor shall document and maintain system Cable Block Diagrams
(CBDs), Room Arrangement Diagrams, Electrical Power Loading, Heat Loading, Switching
Requirements, and other documentation as appropriate.
C.3.1.3.6 The Contractor shall develop and maintain an Integrated Master Schedule (IMS).
The Contractor shall develop and maintain project schedules for each engineering project
involving installation / deinstallation, activation and integration of systems that feed the IMS.
C.3.1.3.7 The Contractor shall provide a manpower resource tracking tool to plan and
monitor resources tied to engineering projects and the IMS.
C.3.1.3.8 The Contractor shall develop and implement a model-based system engineering
(MBSE) approach for all engineering activities.

C.3.1.3.9 The Contractor shall produce and maintain a Systems Engineering Management
Plan (SEMP).
C.3.1.3.10 The Contractor shall provide Professional Engineering review of all major combat
system electrical and Cooling Water systems.
C.3.1.4 DESIGN AND INTEGRATION
C.3.1.4.1 The Contractor shall support the design and alteration of combat systems,
including installation, integration, and activation of new equipment.
