DEPARTMENT OF HOMELAND SECURITY UNITED STATES COAST GUARD BASE LOS ANGELES LONG BEACH 1001 South Seaside Ave. SAN PEDRO, CALIFORNIA 90731 Scope of Work FOR Street Legal Security Carts Base LALB Dated: 06/17/2026 -- 1 of 4 -- GENERAL REQUIREMENTS 1.01 SCOPE OF WORK: Procure and deliver 02 street legal security carts to Coast Guard Los Angeles/ Long Beach. All equipment must be delivered in fully operational condition. The Contractor is responsible for ensuring reliable functionality of carts. For solicitation purposes, please provide a breakdown of price. In accordance with FAR 15.101-2 Lowest price technically acceptable source selection process, award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The specification of the vehicles includes, but is not limited to the following: 1.02 Requirements: The vendor shall supply, deliver, and provide initial setup of 02 security carts with the following minimum features: A. Vehicle Specifications • Vehicles must be sufficient in size to support the driver and a minimum of one passenger. • Vehicles must meet the safety requirements in accordance with local and state laws. • Vehicles must have a siren and public address system. • Vehicles must have yellow/amber bar type strobe light permanently mounted on the top of each vehicle. • Vehicles must have enclosed trunk back. • Vehicles must have front and rear bumper. D. Optional Features (as requested) • Sealed beam spotlights permanently mounted on left front door of each vehicle (if possible). 2. Deliverables: • Two (2) fully assembled and operational carts/vehicles. • All necessary documentation, including user manuals and maintenance instructions. • Initial setup and operational training for designated staff. 3. Performance Standards: • Vehicles must meet all applicable state, and local regulations for on road vehicles. • All features must be fully functional upon delivery. • Delivery must occur within 45 days of contract award. 4. Acceptance Criteria: • Inspection and acceptance by COR upon delivery. • All features and systems must be demonstrated as operational. 1.03 LOCATION: Project site is located at US Coast Guard Base Los Angeles Long Beach, 1001 South Seaside Avenue, San Pedro, CA 90731. Contact: Matthew Johnson (COR) matthew.g.johnson@uscg.mil for any questions and arrange site access. -- 2 of 4 -- 1.04 CONTRACTOR SECURITY REQUIREMENTS: For this Coast Guard facility, contractor personnel will be restricted to designated working areas and must have photo identification at all times while working on Coast Guard facilities. Personnel violating this policy will lose access to the Coast Guard facility. Contractor personnel and delivery personnel shall be required to present personal photo identification to gain access to a Coast Guard installation. Background checks will be conducted on all contractors and workers prior to gaining access to the facility. Types of identification required for access include California Real ID or valid passport with picture ID. If identification does not indicate United States citizenship, Coast Guard Security will require proof of the legal right to work in the United States (Permanent Resident Card). Contractor and delivery personnel may also be subjected to an immigration status and outstanding criminal warrants check. Contractors shall provide the COR with 72 hours of advance notice of every delivery to the site and provide the company name, delivery person, and phone number of the firm(s) making deliveries. All vehicle access to government property requires vehicle registration and proof of liability insurance. Otherwise access to the Coast Guard facility may be denied. 1.05 CONTINUITY OF FACILITIES OPERATION: Schedule work to minimize interference with the facility’s normal operations. Notify the COR 3 business days in advance of any shutdowns. Contractor is required to coordinate Lock Out/Tag Out Processes and Procedures with the COR. Perform all on-site work between the hours of 8:00 AM and 3:00 PM, Monday through Friday (Federal Holidays excluded), unless otherwise approved by the COR or the Facility Engineer (FE). 1.06 NOTIFICATION OF START AND COMPLETION OF WORK: The Contractor shall notify the COR in writing (or email) five (5) business days in advance of the date they intend to commence work, and five (5) business days prior to the date that work will be ready for final inspection. All notifications must be approved by the COR, in writing, prior to commencing or completing work. 1.07 RECYCLING AND DISPOSAL OF REFUSE: Refuse, excess, or waste materials resulting from construction operations shall become the property of the Contractor and shall be recycled and/or disposed of off Government property. All disposals shall be done in accordance with federal, state, and local laws and regulations. 1.08 SAFETY: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction and California Code of Regulations, Title 8, Div. 1, Ch 4, Subchapter 4 Construction Safety Orders, and Army Corps of Engineers EM385-1-1. When the standards differ, the more restrictive standard shall apply. The contractor shall provide barriers, temporary fencing, ventilation, trench covers, etc. wherever work could cause injury to workers, visitors, Coast Guard personnel, or dependents. Return work site to original condition after completion of work by cleaning and removal of all construction material.
