3.1.6 The Contractor shall ensure all materials provided are new and comply with standard
industrial quality standards.
3.1.7 The Contractor shall ensure the doors are solid-core high-security steel doors (no glass).
3.1.8 The Contractor shall ensure the frame is minimum 16-gauge pressed steel frames, welded
and ground smoothly, anchored to prevent unauthorized forced entry.
3.1.9 The Contractor shall ensure the locks are General Services Administration (GSA) approved,
built-in three-position combination lock or high-security deadbolt/exit devices that meet FF-L-
2740B, combination, electromechanical, standards.
3.1.10 The Contractor shall ensure that sound attenuation seals and thresholds meet acoustic
requirements, facilitating confidential conversations, typically requiring an STC rating appropriate
for the threat level.
3.2 The Contractor shall install the doors in accordance with (IAW) OEM specifications.
3.3 The Contractor personnel shall wear personal protective equipment IAW OSHA regulations
and CDC guidelines throughout the project.
3.4 The Contractor shall ensure all work is performed in accordance with (IAW) applicable
Local, State, and Federal safety, electrical, and building codes.
3.5 The Contractor shall perform all work during normal working hours of 0800-1500, Monday
through Friday.
3.6 The Contractor shall protect Government property from damage or disfigurement.
3.7 The Contractor shall keep all supplies, equipment, and tools out of traffic lanes or other
areas where they might create a hazard securing all supplies, equipment and tools at the end of each
work period.
3.8 The Contractor shall coordinate with the technical point of contact (TPOC) identified below
to accomplish all work under this SOW.

5.0 SECURITY
5.1 Access and Security Briefing; Contractor personnel will be authorized unescorted access to
designated facilities to perform tasks outlined in this SOW, provided they successfully complete the
Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity, local security briefing,
initial site orientation, and any required facility-specific training.
5.1.1 Unescorted access is contingent upon maintaining a positive security standing, and such
access may be revoked at the discretion of the Contracting Officer’s Representative (COR) or
Facility Security Officer.
5.2 Building Access Badges: Issuance and Usage: Upon successful briefing, contractor
personnel will be issued a photo identification/access badge. Badges must be worn and clearly
visible at all times while on site.
5.2.1 Safeguarding: Contractor employees are responsible for safeguarding their issued badges.
Sharing, lending, or using another person's badge is strictly prohibited.
5.2.2 Daily Return: All contractor personnel shall return their issued building badges to the Visitor
Control Center/Hopper Hall daily upon completion of their daily duties. Badges will be re-issued
upon check-in the following workday.
5.2.3 Lost/Stolen Badges: Lost or stolen badges must be reported immediately (within one hour)
to the COR and the Facility Security Office.
5.3 General Security Protocols: Contractor personnel must comply with all facility security
protocols, including, but not limited to, using designated entrances/exits, participating in mandatory
screening procedures (e.g., metal detectors, x-ray inspection of hand-carried items), and adhering to
Operations Security (OPSEC) guidelines.
5.3.1 Restricted Areas: Personnel shall enter only those work areas necessary for the performance
of their contract duties.
5.3.2 Emergency Procedures: Contractor personnel must familiarize themselves with all
emergency evacuation, shelter-in-place, and emergency contact procedures displayed within the
facility.
5.3.3 Emergency Response: In the event of an emergency, contractor personnel must follow
instructions from facility security or emergency personnel.
5.4 Professionalism and Workplace Violence Prevention: Contractor personnel must conduct
themselves with professionalism and always maintain a respectful work environment.
5.4.1 Policy Adherence: The contractor shall strictly adhere to the NSWCDD DNA Workplace
Violence Prevention Policy. This includes a zero-tolerance policy for threats, intimidation,
harassment, or verbal/physical abuse.
