Description
This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Class
Deviation 2026-O0028, 2026-O0037 (Part 19), and 2026-O0041 (Part 25) issued by the Department of War,
which implements the principles of the Revolutionary FAR Overhaul (RFO). All FAR references herein are to
the deviated text.
This is a combined synopsis/solicitation for commodities prepared in accordance with the format in RFO Part 12
as supplemented with additional information included in this notice. This announcement constitutes only
solicitation and quotes are being requested.
This is a competitive Request for Quote (RFQ) and the solicitation number for this requirement is
FA2823-26-Q-A105. The Operational Contracting Division, Air Force Test Center at Eglin, AFB, Florida,
requires item, in accordance with the TRD dated 19 June 2026. This acquisition is under RFO Part 12,
Acquisition of Commercial Products and Commercial Services, as supplemented.
This order is a 100% total set-aside for small business concerns. In accordance with RFO 19.201-1(c), only quotes
submitted by Contractors that are currently designated as a small business will be considered for award. Any
quote received from a Contractor that is not an eligible small business concern will be deemed non-responsive and
will not be evaluated.
The North American Industry Classification System code (NAICS) is 333924 – Industrial Truck, Tractor, Trailer,
and Stacker Machinery Manufacturing, with a size standard of 900 employees. Please identify your business size
in your response based upon this standard. A firm-fixed priced purchase order will be awarded.
CLIN STRUCTURE:
CLIN 0001: One (1) Each - Modified Commercial Semi-Tractor prepared in accordance with TRD dated 19 June
2026.
Delivery Date: No Later Than (NLT) 30 November 2026.
FOB Destination Shipping Requested. Delivery Destination is Eglin AFB, Florida 32542.
Please provide terms of any expressed standard commercial warranty being offered. The contractor must
also warrant that its custom modifications (e.g., frame extension, generator installation) do not void the
base vehicle's Original Equipment Manufacturer (OEM) warranty.
There will be no advanced payments.
Award will be made to the lowest priced, responsible Offeror whose offer conforms to all solicitation
requirements, such as terms and conditions, representations and certifications, and technical requirements.
As of the date of this solicitation, there are no applicable FASCSA orders
The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt
of offer.
The Government is not responsible for any costs incurred or associated with preparation and submission of an
offer in response to this solicitation.
NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER.

The Contracting Officer has determined that there is a high probability of adequate price competition for this
acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination
and if, in the Contracting Officer’s opinion, adequate price competition exists no additional price information
will be requested. However, if at any time during the evaluation the Contracting Officer determines that
adequate price competition no longer exists, Offerors may be required to submit
information to the extent necessary to determine the price fair and reasonable.
BASIS FOR AWARD In accordance with RFO 12.203(c)(2), which grants the Contracting Officer broad
discretion in the evaluation of quotations, this is a Lowest Price, Technically Acceptable (LPTA) source
selection. The award will be made to the responsible Offeror whose quote conforms to all solicitation
requirements and is evaluated as technically acceptable, at the lowest evaluated price. "Technically
Acceptable" is defined as meeting all minimum requirements outlined in the attached Technical Requirements
Document (TRD).
In accordance with RFO Part 12.203, the Government will award a contract resulting from this solicitation to
the responsible quoter whose quote, conforming to the solicitation, represents the best value to the
Government, price and other factors considered. In no particular order of significance, the following factors
shall be used to evaluate quotes:
I. TECHNICAL CAPABILITY OF THE ITEM OFFERED TO MEET THE GOVERNMENT REQUIREMENT;
ii. PAST PERFORMANCE;
iii. PRICE
iv. SPRS IAW 252.204-7024
(b) Contracting Officer agrees with this method of evaluation.
