xPERFORMANCE WORK STATEMENT (PWS) 25-0072 Replace Ballistic Windows STRATCOM Gate, B51 15 April 2026 General Information The acquisition of Ballistic Glass to enable the protection and visual capabilities of Gate 1 (USSTRATCOM Gate) on Offutt AFB. Due to the condition of the current ballistic glass, the 55th SFS needs to replace the current glass. Security Forces are required to monitor avenues of approach and detect any threats to the installation. Due to the current condition of the glass, Security Forces cannot accomplish that function which degrades the Installation Access Control Points ability to protect Offutt AFB personnel and assets • Replace (13) windows with bullet resistant level UL752 level 8, NIJO108.1, 2 inches thick with Solar Cooled gray reflective glass. Glazing must limit viewing into the facility but not restrict views looking out of the facility during day and night operations per UFC 4-023-07. Existing frames will be reused. • Contractors will need to field verify window measurements. 1. GENERAL: This is a non-personnel services PWS to provide replacement of 13 ballistic windows. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, shall be responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform replacement of 13 ballistic windows as defined in this PWS except for those items specified as Government furnished property and services. For other than firm fixed price contracts, the Contractor shall not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.6.5 Place of Performance: The work to be performed under this PWS shall be performed at STRATCOM Gate, B51. 1.6.6 Type of Contract: The Government will award a (Type of contract to be determined by CO and the customer). 1.6.7 [Reserved] 1.6.7.1 PHYSICAL Security: The Contractor shall be responsible for safeguarding all Government equipment, information, and property provided for Contractor use. At the close of each work period, Government facilities, equipment, information, and property provided for Contractor use shall be secured. 1.6.7.2 [Reserved] 1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The CO, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. 1.6.10 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance, maintain written and oral communicati
