1 STATEMENT OF WORK FOR COMMUNITY OUTREACH & RECRUITING VIDEO PRODUCTION NAVY EXPERIMENTAL DIVING UNIT (NEDU) 1.0 SCOPE This Statement of Work (SOW) specifies the requirement for the services required to commission a command video for Navy Experimental Diving Unit (NEDU) community outreach and recruiting purposes. The resulting video will be used to highlight the command's strategic initiatives, readiness, and operational capabilities, all intended audiences to include the general public. The contractor will provide all personnel, equipment, materials, and facilities necessary to complete video production. The government will not pay travel or per diem. This SOW includes pre-production planning, adherence to delivered script, on-location filming, voiceover recording, and post-production editing. All work must comply with current DoW visual information policies as identified in 2.0. 2.0 APPLICABLE DOCUMENTS The following documents, of the exact issue shown, form a part of this SOW to the extent specified herein. In the event of conflict between the documents referenced and the contents of this SOW, the SOW shall take precedence. Second tier and lower references, (i.e., those referenced in the primary references) shall be used for guidance only. 2.1 Military Standards Department of Defense (DODI) Instruction 5040.02, "Visual Information (VI) DoDI 5040.07 (Visual Information productions) Department of Defense VI Style Guide (September 2025) DoDI 5410.16 dated June 28, 2023 DoDI 5400.19 2.2 Military Specifications None 2.3 Commercial Specifications None 3.0 REQUIREMENTS 3.1 General Requirements -- 1 of 8 -- 2 3.1.1 The Contractor shall not release the video in any capacity. NEDU will submit the final video for security and policy review. Once approved, only NEDU will release the video to the public. 3.1.2 The Contractor shall provide raw footage, or B-Roll. B-Roll includes all natural sounds but does not include music beds, graphics, or narrative voice-overs. 3.1.3 NEDU point of contact will deliver a script for video production (Attachment 1). The script will be used for video production and final product delivery. All changes requested by the Contractor shall have approval from the NEDU point of contact prior to production. Should changes be required due to unforeseen requirements during production, the Contractor shall identify issues, request assistance from the NEDU point of contact. 3.1.4 DoD videos are permanent historical records transferred to the National Archives (NARA). To ensure searchability, the Contractor shall ensure all video files, or its accompanying data, shall contain standardized IPTC Metadata following Associated Press (AP) Style. The metadata description (caption) shall explicitly answer Who (names, ranks, and services of depicted personnel), What (the action taking place), When (exact date), Where (base, city, state, country), and Why (the operational context). 3.1.5 Under the DoDI and the latest VISG, the Contractor shall ensure the final deliverable adheres to DoD’s visual ethics standards regarding video manipulation. 3.1.6 The Contractor shall ensure Personally Identifiable Information, or PII, shall not be included in the final product. 3.1.7 The Contractor shall ensure the final product meets Section 508 compliance. For example: videos must contain either open or closed captions. 3.1.8 The Contractor shall ensure a “Slate” shall be used as prescribed by DoW 5040.02. See Section 3.2 (b). 3.1.9 The Contractor shall sign an Intellectual Property Rights Agreement (Attachment 2) establishing the ownership, usage rights, release rights, and promotional rights relating to all media created by the Contractor in connection with the documentary, historical, educational, promotional, or archival project awarded under this contract. 3.2 Video Production Requirements ITEM -- 2 of 8 -- 3 (a) Must comply with Department of War DoD Instruction 5410.16 and U.S. Navy Visual Information Style Guide. (b) A “Slate” must be included in the first :05 seconds of the video. CAPTION: NEDU commemorates a Centennial of experimental diving for the U.S. Navy in this recruiting and community outreach video. PRODUCED BY: TBD (c) DoD videos are permanent historical records transferred to the National Archives (NARA). To ensure searchability, the video file or its accompanying data must contain standardized IPTC Metadata following Associated Press (AP) Style (d) The final video must be a highly-compatible, broadcast-quality digital file. The mandatory standard is High Definition (1080p or 4 k) MPOEG-4 (.mp4) file using the H.264 video codec and AAC audio codec. (e) Video resolution will be 1920 x 1080 (Full HD) minimum, or 3840 x 2160 (4K UHD) for master files. The aspect ration must be 16:9 widescreen (square pixels). (f) Video framerate must match source footage, typically 29.97 fps or 59.94 fps (standard NTSC). (g) The Bitrate target minimum will be 15-20 mbps for 108; 50+ mpbs for 4K masters. Two-pass VBR is preferred. 4.0 GOVERNMENT FURNISHED PROPERTY 4.1 Access to Government Facilities The Government will provide the Contractor access to Government facilities to accomplish statement of work tasking. The contractor will have access only to NEDU facilities at the prescribed dates and times. If prescribed dates and times must be modified, either by the Contractor or the Government, then alternate dates and times will be prescribed. The Contractor shall provide a list of employees who require access to these areas, including standard security clearance information for each person, to the Procuring Contracting Officer -- 3 of 8 -- 4 (PCO) no
