Description
Addendum to 52.212-2 Evaluation—Commercial Products and Commercial Services
The Government intends to award a firm-fixed-price (FFP) contract as a result of this solicitation in
accordance with FAR Part 12. Award will be made to the responsible quoter whose quote represents
the Lowest Price Technically Acceptable (LPTA) offer.
Evaluation will be based on the following factors:
Factor 1 - Technical Acceptability: The Government will evaluate the quotation to determine whether it
demonstrates the ability to satisfy all material requirements of the Statement of Work.
To be rated Technically Acceptable, the quotation shall demonstrate:
1. Ability to provide Basic Digital Cable Service to all required locations.
2. Ability to provide at least twenty-five (25) channels that include popular news and sports
programming.
3. Ability to provide installation, activation, maintenance and customer support as required by the
Statement of Work.
4. Ability to provide all required equipment and accessories necessary for operation.
5. Ability to meet the outage notification and service response requirements identified in the
Statement of Work.
Failure to address any material requirements may resutl in the quotation being determined technically
unacceptable.

Only quotations determined technically acceptable will be considered for award.
Factor 2 - Price: The Government will evaluate the total overall price for completeness and
reasonableness. The total evaluated price will be the sum of the proposed prices for all contract line
items (CLINs) for the base period and all option periods.
Award will be made to the technically acceptable offeror submitting the lowest evaluated price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total
price for all options to the total price for the basic requirement. The Government may determine that an
offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not
obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful
Offeror within the time for acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after
its receipt, unless a written notice of withdrawal is received before award.
