AGENCY Department of Health and Human Services (HHS) Indian Health Service (IHS) Great Plains Area Indian Health Service Great Plains Area Youth Regional Treatment Center NAICS CODE 423910 – Sporting and Recreational Goods and Supplies Merchant Wholesalers Size Standard: 200 Employees NAICS code also available for consideration: 423450 -- Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers Size Standard: 200 Employees PRODUCT SERVICE CODE (PSC) 7830 – Physical Fitness Equipment DESCRIPTION The Indian Health Service (IHS), Great Plains Area Youth Regional Treatment Center (GPAYRTC), is conducting market research to identify qualified Indian Economic Enterprises (IEEs), Indian Small Business Economic Enterprises (ISBEEs), and other small business concerns or federal supply schedule (FSS) contract holders capable of providing commercial-grade fitness equipment, delivery, assembly, and installation services that meet the Government's requirements. The Government anticipates awarding a Firm-Fixed-Price purchase order for the procurement, delivery, assembly, installation, and operational verification of commercial-grade fitness equipment for the Great Plains Area Youth Regional Treatment Center located in Mobridge, South Dakota. The requirement is for the following equipment or equal products meeting the Government's minimum requirements and salient characteristics: Inflight Fitness Multi Bicep / Tricep with 150 lb Stack (Model: CT-MBTS-150) – Qty: 1 Inflight Fitness Multi Inner / Outer Thigh with 150 lb Stack (Model: CT-MIOS-150) – Qty: 1 Inflight Fitness Multi Seated Leg Extension / Leg Curl with 250 lb Stack (Model: CT-MSECS-250) – Qty: 1 Inflight Fitness Multi Press with 250 lb Stack (Model: CT-MPSS-250) – Qty: 1 Inflight Fitness Multi Leg Press with 250 lb Stack (Model: CT-MLPS-250) – Qty: 1 Muscle D Commercial Stair Climber with LED Console (Model: CC-SC-LS-B) – Qty: 1 The Government has identified the Inflight Fitness equipment as the reference products. Any proposed equal products shall meet or exceed the Government's minimum requirements and be fully compatible with commercial fitness center use. Minimum Salient Characteristics Any proposed equal should meet the salient characteristics listed below: Commercial-grade fitness equipment designed for institutional or healthcare rehabilitation use. Heavy-duty steel frame construction. Manufacturer standard commercial warranty. Integrated weight stack systems meeting specified capacities. Durable powder-coated finish. Ergonomic adjustment features. Safe and stable operation suitable for youth treatment facility use. Equipment shall be delivered fully assembled and installed. Contractor shall verify proper operation of all equipment after installation. Contractor shall provide basic operational orientation to designated Government staff. Contractor shall remove and properly dispose of all packaging materials. Required Services Procurement of all specified equipment. Delivery to the Government facility. Inside delivery. Assembly and installation. Equipment leveling and operational testing. User orientation/training. Removal of all packaging and debris. The anticipated place of delivery is: Great Plains Area Youth Regional Treatment Center 12451 SD Highway 1806 Mobridge, SD 57601 The anticipated delivery and installation period is 30 to 60 calendar days after award. REQUESTED INFORMATION Interested firms shall submit the following information: Company name, address, UEI number, and point of contact. Business size and socioeconomic status, including whether the firm is: Indian Economic Enterprise (IEE) Indian Small Business Economic Enterprise (ISBEE) Small Business Small Disadvantaged Business HUBZone Small Business Service-Disabled Veteran-Owned Small Business Woman-Owned Small Business Federal Supply Schedule Contractors Other Confirmation that the firm is registered in SAM.gov and that registration is active. Description of the proposed equipment, including manufacturer and model numbers. Product literature, technical specifications, brochures, and warranty information demonstrating compliance with the Government's requirements. Description of previous experience providing and installing similar commercial fitness equipment for hospitals, treatment centers, schools, government agencies, or other institutional facilities. Estimated delivery and installation lead time after receipt of order. Identification of whether the proposed equipment is the referenced brand name or an equal product. Federal Supply Schedule Contract Number (if applicable) BUY INDIAN ACT INFORMATION Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) responding to this notice shall identify their eligibility under the Buy Indian Act, 25 U.S.C. § 47, and the implementing regulations at HHSAR Subpart 326.6. The Government will use responses to determine whether sufficient competition exists among eligible IEE/ISBEE firms to support a Buy Indian Act set-aside acquisition.
