PERFORMANCE WORK STATEMENT (PWS) National Historic Preservation Act (NHPA) Archaeological and Architectural Surveys 23 June 2026 PART 1 GENERAL INFORMATION 1. General. This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Contractor and its employees. 1.1. Description of Services/Introduction. This is a non-personal services contract to provide inventory and evaluation for listing in the National Register of Historic Places (NRHP) archaeological sites and structures on Fort Campbell. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.2. Background. Sections 106 and 110 of the National Historic Preservation Act (1966) require Fort Campbell to complete an inventory of all Historic Properties as defined in the Implementing Regulation 36 CFR 800. This inventory requires the location of archaeological sites and structures. These sites and structures must then be evaluated according to Criteria for listing in the National Register of Historic Places (NRHP). Until this identification and evaluation is complete, the installation has restrictions to construction and military training. 1.3. Scope. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform National Historical Preservation Act (NHPA) Archaeological and Architectural surveys as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. Services include Phase I Archaeological site detection surveys, Phase II Archaeological site evaluations, and Architectural evaluations. The contractor shall perform to the standards in this contract. 1.4. Objectives. The Contractor shall perform the following: 1.4.1. Identify the presence and absence of archaeological sites 1.4.2. Evaluate known archaeological sites for listing in the NRHP 1.4.3. Evaluate known structures/buildings for listing in the NRHP 1.5. General Information. 1.5.1. Quality Control Plan (QCP). The Contractor’s Proposed QCP shall be submitted to the Contracting Officer (KO), through the Contracting Officer’s Representative (COR), for review within 30 days following contract award. DELIVERABLE: QCP 1.5.1.1. The Government will review and either notify the Contractor in writing of acceptance of the plan or return their comments to the Contractor within 10 days. If the Government provides comments, the Contractor shall have 10 days to submit a final QCP. After receipt of the final QCP, the Contractor may receive the KO’s acceptance in Page 1 of 34 -- 1 of 34 -- Page 2 of 34 writing. The contractor shall provide any proposed changes to the accepted QCP to the COR no later than 10 days prior to the anticipated change and before implementation by the Contractor. The timeline noted above will apply for review and acceptance of proposed changes. At a minimum, the QCP must include and address the following: 1.5.1.1.1. The Contractor’s organizational structure and lines of authority, the names, qualifications, duties, responsibilities, and classification of each member of the Contractor's Quality Control (QC) team. 1.5.1.1.2. The Contractor’s approach to monitoring work to ensure performance complies with all specifications and requirements of the contract. 1.5.1.1.3. The Contractor’s approach to identify, investigate, and correct any non-conforming performance, and prevent similar deficiencies in the future. 1.5.1.2. The Contractor shall provide the COR with an analysis of QC and timeliness of deliverables for the preceding month no later than the fifth (5th) of each month. DELIVERABLE: QC and DELIVERABLE ANALYSIS 1.5.1.3. The Contractor shall inform the COR of issues or potential issues that might affect the performance within 24 hours of identifying those issues. Verbal reports shall be followed up by written reports within three (3) days. DELIVERABLE: ISSUE IDENTIFICATION 1.5.2. Quality Assurance (QA). The Government will evaluate the Contractor’s performance under this contract in accordance with (IAW) the Quality Assurance Surveillance Plan (QASP). This plan primarily focuses on what the Government must do to ensure that the Contractor performs IAW performance standards. It defines how the Government applies performance standards, the frequency of surveillance, and the acceptable quality levels (performance thresholds). 1.5.3. Recognized Holidays. The Government does not require Contractor performance on United States (U.S.) federally recognized holidays. When a U.S. holiday occurs on a Saturday or a Sunday, Federal employees are normally granted the preceding Friday or following Monday, respectively. Operating Hours. The Contractor shall be responsible for providing services, between the hours of 0730 to 1600, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
