FOR
INTERSEROH PACKAGING MATERIAL AND
RECYCLING SERVICE
SPANGDAHLEM AIR BASE, GERMANY

1. DESCRIPTION OF SERVICES/ GENERAL INFORMATION. The contractor shall
provide all personnel, equipment, tools, vehicles, supervision, and other items and services
necessary to pick up industrial packaging materials on Spangdahlem AB. The contractor shall
ensure that containers are provided, placed, and picked-up, in a manner that complies with
commercial standards, US and German laws and as prescribed in this Performance Work Statement
(PWS). Estimated workload factors are at Appendix A and locations are at Appendix B.
1.1 DESCRIPTION OF SERVICES. The services shall contain a monthly rate to cover the cost of the
container, the service to remove them upon notification and the recycling of the cardboard, as well as the
tin can component.
1.1.1. Additional service for the removal of Styrofoam (recycled in purchased bags).
1.1.2. Additional service for the removal of compost is being charged by CBM.
1.2 CONTAINER PLACEMENT. Appropriate containers shall be maintained at all locations
identified in Appendix B. Containers shall always be in good working conditions and present a
neat and orderly appearance. Company name and phone number shall be visible on all containers.
1.3 CONTAINER REMOVAL. Upon notification of a requirement, the contractor shall have
up to two (2) duty days to service the identified container(s). The contractor shall ensure that an
empty container is placed at the service location before the full container is removed. The
contractor shall remove any material that spills out of the container during the servicing process.
The invoice shall be submitted no later than the end of the following month of the charged timeframe.
1.2. CONTRACT MANAGEMENT.
1.2.1. Contract Manager. The Contractor shall identify to the Contracting Officer, a primary and
alternate point of contact (POC) who has full authority to act on behalf of the contractor on all
operational aspects of the contract. The contractor, prior to contract performance, shall designate
the POC and alternate in writing. The POC or alternate shall be available via telephone during
working hours as listed in paragraph 1.8.2.
1.3. CONTRACTOR EMPLOYEES. All Contractor Personnel shall meet or exceed the
following requirements:
1.3.1. The contractor shall not employ people to work on this contract if such employees(s) are
identified and notified by the government, to the contract manager, as a potential threat to health,
safety, security, general well-being, or operational mission of the installation and its population in
accordance with (IAW) DoDR 5500. 7, Standards of Conduct. The contractor shall ensure all his
employees have adequate knowledge of the proper procedures for using all tools and equipment
necessary to complete assigned tasks as prescribed in this PWS.
1.3.2. Contractor personnel shall present a neat appearance and be easily recognized as contractor
employees. As a minimum the contractor shall be responsible for issuing badges displaying the
company name and ensure they are worn by employees during execution of their duties on
Spangdahlem Air Base.

1.3.3. All Contractor personnel are required to comply with the current Spangdahlem AB traffic
regulation. The contractor shall ensure all his employees have a current and valid local driver's license
before allowing the employee to operate a contractor-owned vehicle on Spangdahlem AB, Germany.
1.3.4. The contractor shall provide, in writing, a company personnel roster to the CO and 52 CES POC no
later than (NLT) the pre-performance meeting. This list shall include the names of all company employees
assigned to work on this contract. Subsequent changes to these rosters shall be forwarded to the CO, and the
52 CES POC. The contractor and employees shall return all Government identification cards or other
items issued to the POC within 24 hours of employee’s or contract termination.
1.4. QUALITY ASSURANCE. The government POC shall evaluate the contractor's
performance by conducting periodic inspections and site visits to ensure the Contractor is
performing work as required in this PWS.
1.5. Performance Evaluation Meetings/MFT Meeting. The CO may call an MFT meeting at any
time, but not less than annually. The contractor may also request a meeting with the CO or MFT members
when the contractor believes such a meeting is necessary. Written minutes of any such meeting(s) shall be
recorded in the contract file and signed by the Contract Manager and the CO or Contract Administrator. If
the contractor does not concur with any portion of the minutes, such non-concurrence shall be
provided in writing to the contracting officer within five (5) calendar days following receipt of the
minutes.
1.6. GOVERNMENT REMEDIES. The contracting officer shall follow 52.212-4, Terms and
Conditions—Commercial Products and Commercial Services for contractor's failure to perform
satisfactory services or correct non-conforming services.
1.7. GENERAL INFORMATION.
1.7.1. Period of Performance. The period of performance shall be for one (1) Base Year and four
(4) option years. The Period of Performance reads as follows:

1.7.2. Working Hours. The contractor shall perform all services contained within this PWS,
between the hours of 0700-1600 (Mon.-Fri.) unless otherwise stipulated by the government. If
the Base Recycling Center is closed, the COR shall be contacted.

1.8. FEDERAL HOLIDAYS/DOWN DAYS. The contractor shall perform all services
contained within this PWS, except for the following United States and German holidays:
1.8.1. American Federal Holidays.
