COMBINED SYNOPSIS/SOLICITATION 19GE5026Q0102 Amendment 0001 The Regional Procurement Support Office (RPSO) Frankfurt hereby issues this Combined Synopsis/Solicitation for specialist laboratory equipment, installation and on-site training services for the Ecuadorian National Police (ENP) on behalf of the Bureau of International Narcotics and Law Enforcement Affairs (INL) Quito, Ecuador. (I) DESCRIPTION This is a combined synopsis/solicitation for commercial items. This acquisition is being conducted under FAR Part 12 (RFO deviation) procedures. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation 19GE5026Q0102 is issued as a request for quotation (RFQ). Competition is full and open. All interested and responsible sources may submit a proposal in accordance with the instructions, terms, and conditions contained in this solicitation and its attachments. The Government intends to award a firm-fixed price Purchase Order as a result of this solicitation. This acquisition is not set-aside for small business concerns. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR) Overhaul. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/overhaul This acquisition is subject to the World Trade Organization Government Procurement Act (WTO GPA). As such, eligible products and services and eligible suppliers from WTO GPA signatory countries will be considered for award, subject to the terms and conditions of this solicitation. The NAICS and PSC Code are as follows: NAICS: 334516 PSC: 6640 (II) SCHEDULE OF SUPPLIES AND SERVICES: See CLINs in Attachment 3 – Pricing. -- 1 of 11 -- Page 1 of 10 (III) DESCRIPTION OF REQUIREMENTS: The Quoter shall supply and deliver all items detailed in attachment 1 – Statement of Work and shall install them at Quito in Ecuador as detailed in the Statement of Work. The equipment is brand name or equal. Furthermore, the Quoter shall provide on-site training of a minimum of 40 hours to at least three designated Ecuadorian National Police laboratory personnel after installation of all equipment. The Quoter shall comply with all requirements set forth in the solicitation. Shipping and Delivery Terms: - amended to reflect “FOB Quito, Ecuador” • Delivery Terms: FOB Quito, Ecuador • FOB Point: Destination • Delivery Address: Quito, Ecuador (the exact address will be provided on the purchase order) Quoters are responsible for reviewing the requirements in their entirety and shall demonstrate, within their quotation, a clear and feasible approach to meeting all stated performance and compliance obligations. Besides this Combined Synopsis/Solicitation, Quoters shall carefully review the following solicitation attachments and complete Attachments 2 through 4 and submit with their Quotation: Attachment 1 – Statement of Work Attachment 2 – WTO GPA Compliance Matrix Attachment 3 – Pricing Attachment 4 – Representation and Certification Attachment 5 – Questions and Answers (iv) Period and Place of Performance: Period of Performance: The overall period of performance shall not exceed 180 calendar days from Notice to Proceed, excluding warranty support. The detailed implementation schedule shall be established after award in coordination with INL Ecuador. As a general guide, delivery, installation, and commissioning of all equipment is expected within 120 calendar days of Notice to Proceed, with on-site technical training and the Final Technical Report to be completed within the remaining period of performance.
