Project Overview
This project is to remove the existing 40 kW, 120V/240V, three-phase standby diesel
generator system and replace it with a new generator system of equivalent specifications.
The work includes upgrading the associated Automatic Bypass Transfer Switch (ABT) to
match the new generator capacity, ensuring proper exhaust and ventilation, and renewing
the fuel system piping and accessories as required.
**Due to access door width, entire generator assembly must be a maximum of 34 ¾” wide
to be able to fit into access doorway.
Scope of Work
1.
Generator & Electrical
• Removal & Disposal
o Safely disconnect and remove the existing 40 kW generator and ABT.
o Properly dispose of all removed equipment per local codes.
• New Generator Installation
o Supply and install a new generator and ABT assembly equivalent to the
aforementioned specifications.
o Generator must include programmable automatic start and weekly self-test
functionality, with adjustable day/time scheduling and runtime duration.
o Mount generator on a suitable pad (reuse existing pad if structurally
adequate, otherwise provide new reinforced concrete pad).

o Connect generator to existing electrical wiring, reusing infrastructure where
feasible.
o Install new ABT rated for new generator specs, properly integrated with
existing system.
• Fuel System
o Reuse existing fuel lines if serviceable and compliant with local code.
o Inspect lines, fittings, and day tank (if present) for leaks or wear.
o Replace any noncompliant components as required.
o Install a new serviceable inline fuel filter and water separator between the
storage tank supply and the generator fuel inlet, with easy access for routine
maintenance.
• Exhaust
o Install new exhaust piping as needed.
o Heat wrap all exhaust components inside the building.
o Extend exhaust piping to exterior wall/roof with weatherproof termination.
• Ventilation
o Inspect existing generator room ventilation.
o Provide and install upgrades if airflow is insufficient to meet manufacturer
and code requirements.
o Confirm proper intake and discharge ventilation with test results.

Testing & Commissioning
• Perform complete start-up and load testing of generator under site conditions.
• Verify transfer function of ABT and proper sequence of operations.
• Confirm generator programmable self-test scheduling and verify weekly test run
operation.
• Verify proper operation of fuel filter/water separator with no leaks.
• Confirm building ventilation performance with generator under load.

• Provide commissioning report with all test results.
Deliverables
• One (1) fully installed and commissioned standby diesel generator system
equivalent to current generator specifications.
• New ABT switch rated for new generator capacity.
• New inline fuel filter and water separator integrated into fuel supply.
• Exhaust wrapped and vented properly to outside.
• Ventilation system meeting manufacturer and code requirements.

Contractor Responsibilities
• Obtain all permits, inspections, and approvals required for generator, electrical, and
building modifications.
• Provide all equipment, labor, tools, and materials.
• Coordinate utility shutoffs and inspections as required.
• Provide training to facility staff on generator operation, including weekly self-test
programming and fuel filter/water separator maintenance.
Owner Responsibilities
• Provide site access during construction.
• Provide existing site drawings (if available).
Acceptance Criteria

CONTRACTOR SECURITY REQUIREMENTS: The Contractor shall provide a list of all on-
site personnel, including sub-contractors (including second and third-tier subcontractors)
and suppliers, to the Contracting Officer. The contractor shall update this list when
changes occur. Contractor personnel not listed may be denied access to the Coast Guard
facility. Contractor personnel will be restricted to designated working areas. Any personnel
violating this policy may lose access to the Coast Guard facility. Contractor personnel shall
have photo identification at all times while working on Coast Guard facilities. Contractor
and delivery personnel may be required to present personal photo identification to gain
access to a Coast Guard installation. If identification does not indicate United States
citizenship, Coast Guard Security may require proof of the legal right to work in the United
States. Contractor and delivery personnel also may be subjected to an immigration status
and outstanding criminal warrants check.
