1 Fire Detection Replacement April 2025 Statement of Work for Installation of one-to-one replacement of Fire Detection System ATO Building, Enclave Compound, American Embassy, New Delhi Synopsis The Embassy of the United States of America is procuring replacement of the fire detection/alarm system in one of the office buildings at Embassy in New Delhi. The office building has two stories with office space and basement. The building is mainly comprises of office spaces with part of it as warehouse. Currently system 3 is installed in the building. The scope of the project is a one-for-one replacement of devices (detectors, pull stations, annunciators, etc.) using the existing infrastructure (i.e. conductors, etc.) along with a complete replacement of the main panel with an addressable master panel and slave panel / secondary panel. Total duration of the project is 30 calendar days once NTP will be issued. GENERAL REQUIREMENTS The contractor will be responsible for technically qualified labor, specialized materials and associated tools and equipment required to carry out all works, unless stated otherwise in other section(s) of this SOW. The contractor is to prepare and submit quote formulated from this scope of work and a walkthrough of the site to see the existing condition. The contractor is to provide a work schedule as part of the project submittal requirement after contract award. Schedule is to conform to the contract required duration. The contractor is to submit as part of the submittals a safety and quality control plan for the project for review and approval. Contractor quote shall accompany cut sheets for the detectors, master and slave panel for evaluation purposes. Contractor quote shall also mention that the proposed materials is latest and availably upon requirement. The contractor shall be responsible for any additional wiring required as per addressable system wiring requirement from floor to floor (current system is not addressable). All material and work statements need to be approved by Subject Matter Experts back in US. -- 1 of 8 -- 2 Fire Detection Replacement April 2025 The contractor must abide by all necessary safety requirements and standards during the construction. Specific safety requirements for this work would be proper PPE and working at heights over 1.5m per work requirement. Nonconformance to proper safety requirements may lead to project suspension and possibly cancellation. The U.S Government is not liable for injuries or provision of required safety equipment. The contractor shall provide 48 hours in advance a request for access of staff, providing full names, type of vehicles with plate numbers, intended to access the compounds and any material delivery intended to be brought into the compound. Work hours for this project will be typical U.S. Embassy business hours of 08.30 hours to 17.00 hours, Monday to Friday. No work will happen on Saturday, Sunday or mission holidays. Different or additional workdays or hours as may be needed must be pre- approved by the COR and must be requested a minimum of 48hrs in advance from the contractor. All installations shall be in accordance with the NFPA 72, National Electric Code and National Fire Alarm Code requirements The contractor is responsible for removal and disposal offsite (at an approved disposal site) of all debris arising from the construction. BIDS SUBMISSION REQUIREMENTS: 1. BOQ for the entire project. 2. Cut sheets of the items / materials / Equipment’s proposed for this project. 3. Tentative Timeline for the project. PROJECT REQUIREMENTS: Contractor shall prepare shop drawings showing location of all the detectors on all the floors along with location of the master panel and slave / secondary panel. Proposed shop drawings shall also show any new requirement for wiring and new circuits from each floor to the master and slave panel. Product information for the devises and panels shall be submitted for approval along with shop drawings. Location of master panel is fixed at the ground floor and slave panel in the FAC office in basement. No work shall start without any approved shop drawings/product submittals and work schedule. Contractors will be shared with drawings as available with USG. Actual measurements and verification of conformance of the design is the responsibility of the contractor. -- 2 of 8 -- 3 Fire Detection Replacement April 2025 Contractor shall prepare a tentative BOQ based on their design proposal and submit along with their quote for understanding of the evaluator about the design concept and devises used. Currently below items are part of the existing fire detections system. Any change in the system due to any replacement or repair and impacting functionality shall bring the system back to the existing working group. To ensure these items shall be tested towards end of the project while carrying out final testing and commissioning of the system. Contractors will be liable to check the condition of the wiring and to ensure that condition of the wiring is good for another 10-15 years. 1. Elevators recall interlock. SCOPE OF WORK The contractor shall provide all supervision, labor, tools/equipment, and material to safely install a fire detection/alarm system. At a minimum, the following work must be done: Where required, Contractor is to provide and install GI electrical conduits to link conduit boxes to be used for smoke detectors, horn/strobe and manual call station devices. All conduits are to be run to the proposed location for the fire alarm control panel located at the ground floor. Where required, support for the conduits can be done with properly sized GI saddle / clips or any other means deemed feasible and approved by the Contracting Officer Representative (COR) for the contract. Any coring and drillings through walls and floor slabs shall strictly be coordinated with the COR to minimize any impacts to the building’s structural integrity. Project will be divided in to fo…
