The following factors shall be used to evaluate offers: Evaluation approach – Lowest Price Technically Acceptable (LPTA) The Government will evaluate quotations using Lowest Price Technically Acceptable procedures in accordance with FAR 15.101-2. Nonprice factors will be evaluated on an acceptable/unacceptable basis, and award will be made to the responsible offeror submitting the lowest-priced quote that meets all technical requirements. No tradeoffs or scoring will be used. x Factor 1: Technical Acceptability (Pass/Fail). Offers will be evaluated acceptable or unacceptable based on the offeror’s demonstrated capability to test all Contract Line Item Numbers (CLINs) 0001 through 0008 in accordance with the solicitation requirements. Proposals will be evaluated for acceptability only; no strengths, weaknesses, or relative rankings will be assigned for non-price factors. x Factor 2: Price. Price will be evaluated to determine the total evaluated price, which will be the sum of all CLINs 0001 through 0009 (including any option quantities/periods, if applicable), and assessed for reasonableness and unbalanced pricing consistent with applicable FAR provisions. Non-price factors will be evaluated on an acceptable/unacceptable basis only. Consistent with FAR 15.101-2(b), tradeoffs are not permitted, and proposals will not be ranked using non-price factors. Award will be made to the lowest evaluated price offer that is determined technically acceptable. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
