The main objective of the project is to eliminate the known leaks, make the water network more efficient, and anticipate upcoming leak repairs that will be covered by contract modification. At the end of the project, the contractor shall provide as-built drawings of the project to the Forest Service. The successful contractor, in addition to fixing the current issues, shall be responsible for repairing future leaks over a period of a one (1) year. There are two parts to the project: The first part, called Base Bid, shall repair the known leaks that are defined in the Schedule of Items (SOI). From the Schedule of Items, those works are listed as Line-Item numbers from a to f. The second part, called Option Line Items, deals with any issues the water network may have in the future. The contractor shall receive a modification detailing the requested work, and the cost shall be based on the contractor’s offer. The Schedule of Items for these works are listed as Option Line Items and are Line-Items g to k. Many of the leaks are noticed on the secondary pipes that feed 1 or 2” inch hydrant. The Forest Service plans to relocate the hydrants to the main pipes by abandoning the leak pipes. The hydrants shall be furnished by the Forest Service. Some of the leaks shall be repaired under the asphalt of the loops. After backfilling the trench in accordance with the FP14 specification, the contractor must place new asphalt over the cut portion and make necessary adjustments to return the loop to its original shape. Replace an 80 feet iron pipe with a Schedule 40 PVC pipe. Install two (one) priority valves Add pressure reduction valve The contractor shall provide all personnel, equipment, tools, and materials to accomplish the project. The contractor is responsible for the supervision, incidentals, and services required to perform the work in strict accordance with the applicable codes and requirements and the contract document. The contractor shall also verify pipe sizing and pipe material to ensure proper materials are ordered and installed. LOCATION The project is in the Tonto Basin Ranger District (TBRD) of the Tonto National Forest. The water systems, object of the present project, are mostly situated at the Recreation Campgrounds along Roosevelt Lake and Apache Lake. The following campgrounds and loops are where the water pipes are located: Cholla Campground Teddy Bear Loop Christmas Loop Staghorn Loop Jumping Cholla Loop Windy Hill Campground Chipmunk Loop Grapevine Group Site Grapevine Goose Loop Burnt Corral Campground SUMMARY OF WORK Teddy Bear Loop: Relocate water hydrant closer to water main and abandon old hydrant lines. Cap pipe after moving hydrant. Install isolation valve when reinstalling the removed hydrant in the new location (~6’ off main pipe). Christmas Loop: Relocate water hydrant closer to water main and abandon old hydrant line. Cap pipe after moving hydrant. Install isolation valve when reinstalling the removed hydrant in the new location (~15’ way from the road). Chipmunk Loop: Repair water line leak under the asphalt pavement and repair asphalt. Can NOT substitute with concrete. Grapevine Goose Loop: Repair water line leak under asphalt pavement and repair asphalt. Leak is near existing underground power lines and will require Blue Stake. Burnt Corral Campground: Repair ¾” PVC water line leak at hydrant. Replace 80’ iron pipe with Schedule 40 PVC pipe. Grapevine Group Site Install pressure priority valve (valve at top of Windy Hill that will shut Grapevine Group Site water supply off when the tank goes below half full or the pressure hits below a certain point; 120psi 10psi). Install pressure reduction valve. Contingency line item for other leaks. Install a pressure reduction valve for Cholla Campground Future work on non-specific sites LINE-ITEM DESCRIPTIONS BASE BID Mobilization This work involves moving personnel, equipment, materials, and incidentals to the project and performing necessary work before beginning work at the site. It also includes obtaining permits, insurance, and bonds. Relocation of Hydrants at Teddy Bear and Christmas Loops At the Teddy Bear and Christmas loops located at Cholla Campground, the contractor shall remove the hydrants from their current location and install them on the water main pipes that feed the loop. (see Drawing # 1) The hydrant at Teddy Bear Loop shall be placed perpendicularly at 6 feet from the loop water main line. The hydrant at Christmas Loop shall be placed 15 feet from the loop water main line at a safe distance from the road. The water branches that were feeding the hydrants shall be abandoned in place, cap line after removing hydrants. All work needed to re-position the 2 hydrants are considered incidental to the line Item CLIN 002. Leak Repair under pavement at Chipmunk and Grapevine Goose Loops The contractor shall repair the leak located under the loop’s pavement. These leaks shall be repaired in place by cutting the asphalt with appropriate tools, digging to the pipe, fixing the leak, back filling the trench, and replacing a new asphalt layer. The contractor shall follow FP-24 for the utility backfill and asphalt patch: Construct water pipe per Section 611 Backfill pipe per Sections 611.04 and 209 (place backfill to a depth 12” above the top of pipe using a me
