Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in RFO 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The U.S. Army Corps of Engineers, New Orleans District, has a requirement for Thermal Inspection Services. This requirement is being issued as a Total Small Business Set-Aside under Request for Quote (RFQ) No. W912P826QA022 and is being procured as a firm-fixed-price contract. The Government anticipates awarding one (1) contract resulting from this solicitation to the offe ror responsible whose quote conforms to the solicitation and represents the best value to the Government. The NAICS code for this procurement is 541350 – Building Inspection Services, with a size standard of $11,500,000. This procurement is being conducted in accordance with RFO Part 12-Acquisition of Commercial Products and Commercial Services. Work includes providing thermal (infrared) inspection services of electrical systems located at the U.S. Army Corps of Engineers New Orleans District facility. The Contractor shall provide all labor, equipment, materials, and supervision necessary to perform thermographic inspections to identify heat anomalies, potential equipment failures, and ineƯiciencies. Services include use of certified personnel, calibrated equipment, and delivery of a detailed report with findings and recommended corrective actions. Work will be performed within an occupied Government facility, and the Contractor shall coordinate all work with Government personnel to minimize disruption to ongoing operations. The anticipated period of performance is 45 calendar days from date of contract award. The basis for award will be the Lowest Priced Offeror. All Offerors must quote on all items to be eligible for award. Quotes are due no later than 1 June 2026 at 11:00 AM, Central Standard Time (CST). (E-mail submissions must be checked and determined to be “virus-free” prior to submission.) The Government requires that quotes remain valid for 60 calendar days from the date of submission. Once the agency receives your quote at the email addresses below, you will then receive a confirmation email stating your quote was received. If an Offeror does not receive a reply acknowledging receipt electronically from the New Orleans District, it is incumbent upon the Offeror to seek confirmation from the issuing Contracting office by phone. DESCRIPTION OF WORK: Provide thermography, thermal imaging, including report for all the electrical equipment HOURS OF WORK: The Corps Hours are Monday through Friday from 0600 until 1800 hours. Technicians will report to facility during normal work hours ON-PREMISE REQUIREMENTS: All contractor and all associated sub-contractor’s employees shall comply with applicable installation, facility local security policies and procedures. The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by District Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes. Suspicious Activity Reporting Training: The contractor and all associated sub-contractors shall receive a brief/training (provided by the MVN Security Office) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
