PERFORMANCE WORK STATEMENT (PWS) PORTABLE TOILETS & HANDWASH STATIONS MILITARY LEASE AREA, TINIAN, CNMI 11 JULY 2026 1.0. GENERAL SCOPE: The Contractor shall provide all personnel, labor, vehicles, supervision, training, tools, equipment, safety equipment and other items necessary to provide portable toilets and handwash stations to include mobilization/de-mobilization, daily cleaning, and restocking, at multiple locations on Military Lease Area, Tinian, CNMI. 1.1. DESCRIPTION OF EQUIPMENT AND SERVICE REQUIREMENTS: The Period of Performance (PoP) for this contract shall be one years duration. Each CLIN listed in the Schedule shall be quoted with a price per item and total per CLIN. CLIN 0001: Portable Water-Flush Toilets – 10 each CLIN 0002: Handwash Station– 6 each The Contractor shall provide the following service requirements: 1.1.1. Mobilize/de-mobilize portable toilets and handwashing stations to locations shown in Appendix A. The contractor is required to connect the toilets to the on-site septic tank by 31 August 2026. the contractor shall ensure they connect to the system inlet properly and not the cleanouts or maintenance access. A U.S. government representative will confirm the connection is sufficient before de-mobilization, departure, and formal acceptance of work by the Government. 1.1.2. Toilets shall be a western style, portable, and water-flush type with seat and hand sanitizer dispensers. Handwash stations shall be double-sided-sink type with hand soap and paper towel dispensers. Each portable water-flush toilet must be equipped with integrated and plumbed sanitary flush system along with a flush water tank and wastewater holding tank sized adequately to be serviced no less than two times per week for a service population of up to 50 personnel per day. All sanitation chemicals used must be non-biocidal, septic system safe. Clean, non-biocidal, non-potable water may be used -- 1 of 4 -- for flushing (e.g. rainwater or irrigation water). if not using water from municipal potable water supply. 1.1.3. Toilets and handwash stations shall be serviced five times per week (i.e. Monday, Tuesday, Wednesday, Thursday, and Friday), unless more frequent service is requested and directed by the Contracting Officer. Service shall include restocking of toilet paper, hand sanitizers, deodorizers, water, soaps, and complete cleaning inside and out. All sanitation products used as flush water additive or cleaning must be non-biocidal, septic system safe as provided in an MSDS or manufacturer specification sheet. 1.1.4. The on-site septic tank shall be pumped, and fluid replaced no less than two times per week or as required and requested by the Contracting Officer. No less than 24 hours notice shall be given to the contractor for service. 1.1.5. Contractor shall acknowledge discrepancies, damages, malfunctions, and/or valid complaints within 24 hours and achieve resolution within 48 hours. 1.1.6. Contractor shall be responsible for proper waste disposal in accordance with all regulations. 1.1.7. Contractor shall provide a securing mechanism that prevents damage to surrounding areas and keeps the toilets and handwash stations in place in the event of inclement weather. Contractor shall have CNMI-compliant certified wastewater operators for disposal of all domestic wastewaters into and for the operation and maintenance of the Camp Tinian Septic Tank. Contractor shall obtain authorization from U.S. Government Building Manager prior to entry and operation and comply with specific access and security procedures. Contractor shall perform inspection, operation and maintenance of the Camp Tinian Septic Tank prior to and regularly during use and must provide associated reports to the Installation Environmental Office to ensure full compliance with the permit and DEQ use authorization throughout the service period. Copies of the septic tank and leach field permit and use authorization shall be provided by the Contracting Officer. At the end of the period of performance, the Contractor shall provide a certification that the Camp Tinian Septic Tank remains in operation and in good working order along with the final inspection and operations and maintenance report. Obtain Contracting Officer approval and coordination with Installation Environmental Office prior to any required pump out of sludge from the septic tank for continued use. 1.1.8. The contractor shall provide a weekly written service report to the Contracting Officer. Information in the report shall include: a. Contractor’s name b. Date of service -- 2 of 4 -- c. Contract number d. Units serviced or not serviced (include reason) e. Units location f. Technician’s name g. Inspection of the private septic tank located at the Camp Tinian site within the Military Lease Area (MLA) on Tinian, to include current capacity and structural integrity of the tank, to satisfy requirements of the Individual Wastewater Disposal System permit. 2.0. SERVICE SUMMARY: Monitoring methods include periodic inspections, 100% inspection and customer complaint. Complaints include any form of non-compliance violation notice or warning from any official entity. Re-performance of unacceptable services at no additional cost will be the preferred course of action when appropriate. The absence of any contract requirement from the Service Summary shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Performance Thresholds below identify the SATISFACTORY level of performance.
