TEMPORARY HOUSING UNIT (TTHU) BATH & SHOWER STATEMENT OF WORK
(SOW)
1. BACKGROUND
The Federal Emergency Management Agency (FEMA, or the Agency) is authorized under
Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.
5174), as amended, to provide Direct Assistance to eligible disaster survivors. As part of its
emergency response mission, FEMA provides Transportable Temporary Housing Units
(TTHUs). The TTHUs include typical household Baths & Showers. The Bath & Showers do not
meet Uniform Federal Accessibility Standards (UFAS) or the Architectural Barriers Act
Accessibility Standards (ABAAS). FEMA ensures that every eligible survivor has equal access
to Direct Assistance. To provide for eligible survivors who require accommodation when using a
bath or shower, when required to meet a survivor’s needs, FEMA retrofits TTHUs in the field
with roll-in-showers and transfer tubs. This SOW provides FEMA with the ability to purchase
UFAS/ABAAS provides a method to meet this need.
2. SCOPE
The Contractor shall furnish all materials, supplies, equipment, and related resources necessary
to provide Bath & Shower items in accordance with the specifications and guidelines outlined in
this Statement of Work (SOW).
3. REQUIREMENTS
The Contractor shall adhere to the following:
A. Requirements
• Select Bath & Shower items that meet the requirements specified in the (CLIN) Table.
• All Bath & Shower items shall comply with applicable fire and safety standards.
• Deliver Bath & Shower items to the destination specified in the call order.
B. Regulations:
• American National Standard A117.1
• Uniform Federal Accessibility Standards (UFAS) and Americans with Disabilities Act
(ADA)
• 16 Code of Federal Regulations (CFR) Chapter II Subpart Consumer Product Safety Act

3.1 TTHU Bath & Shower
The Contractor shall deliver only those Bath & Shower items specified and accepted by FEMA
as part of the Request for Call Order Proposal (RFCOP). If an accepted product becomes
unavailable, the Contractor shall propose, in writing (written includes emails) providing
information on the proposed substitute product with enough information detailing how the
proposed product meets the specifications outlined in this Statement of Work (SOW). Prior to
shipment, the Contractor must receive written (written includes emails) approval of the substitute
product from the Contracting Officer (CO) or the Contracting Officer’s Representative (COR).
All items shall be delivered in their original manufacturer/factory packaging. All items shall be
new and unused.

5. ORDERING PERIOD
The ordering period shall be for five (5) years from award.
6. DELIVERY
Typically, FEMA will require delivery at the FEMA Manufactured Housing Storage Site (MHSS)
in Cumberland, MD. However, the contractor shall review each RFCOP and verify if FEMA
requires deliver at an alternate location. The Contractor shall be able to deliver the items
identified as Bath & Shower to the specified FEMA destination within 30 calendar days from the
date of the order.
Prior to delivering items ordered by FEMA the Contractor shall call the POC at the delivery
location identified in each Call Order to arrange a delivery window (day and time) and to
understand any limitations at the site which would impact a delivery (ex. clearance levels into
garage, building hours, etc.). All items shall be delivered on (a) pallet(s). An itemized Bill of
Lading (BOL) shall accompany all deliveries. Any discrepancies between the call order and the
items received will be reported back to the Contractor within 1 business day of the completed
delivery and receiving inspection.
As part of the delivery The Contractor shall provide a spreadsheet to the COR and the delivery
location’s POC indicating totals for each item after each delivery and grand totals for all

deliveries within 1 business day (business days excludes weekends and Federal holidays) of
delivery.
Delivery may take place up to two additional days after this requirement if the order is placed on
a weekend day and if the destination facility is not open.
