PERFORMANCE WORK STATEMENT (PWS) Transportation & Incineration of BEP Washington DC Facility Disintegrated Non-Securities Waste Dated 7/16/2026 PART 1 GENERAL INFORMATION General: This is a non-personal services Blanket Purchase Agreement (BPA) to provide the transportation and incineration of disintegrated non-securities. The Government shall not exercise any supervision or control over the service providers performing the services herein. Such service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the Government. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to provide transportation to a Waste-to-Energy facility for incineration of disintegrated non-securities waste. Background: The Bureau of Engraving and Printing, hereinafter referred to as the "BEP," is the world's largest printer of security documents, which include United States currency. The BEP operates 24 hours per day, 5 days per week at 14th and C Streets, SW, Washington, DC. BEP's disintegrated non-securities are shredded currency paper (non-security item) and are transported to an outside facility for incineration Objectives: This BPA is to provide BEP a mechanism to utilize the services of a Contractor to provide transportation to a Waste-to-Energy facility for incineration of disintegrated non-securities waste. Scope: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to provide transportation to a Waste-to-Energy facility for incineration of disintegrated non-securities waste Period of Performance: The period of performance shall be for five (5) years as follows: Ordering Period 1 September 21, 2026 – September 20, 2027 Ordering Period 2 September 21, 2027 – September 20, 2028 Ordering Period 3 September 21, 2028 – September 20, 2029 Ordering Period 4 September 21, 2029 – September 20, 2030 Ordering Period 5 September 21, 2030 – September 20, 2031 General Information 1.6.1 Quality Control: Quality Control is the responsibility of the contractor. The Contractor shall develop, implement, and maintain a Quality Control program to ensure to perform the performance of the required The Contractor shall develop, implement, and maintain an effective Quality Control System, which includes a written Quality Control Plan (QCP). The QCP shall implement a standardized procedure/methodology for monitoring and documenting contract performance to ensure all contract requirements are met. The Contractors' QCP must contain a systematic approach to monitor operations to ensure acceptable services/products are provided to the Government. The QCP shall address continuous process improvement; procedures for scheduling, conducting and documentation of inspection; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints. The QCP is to be delivered within 30 days after contract award; three copies of a comprehensive written QCP shall be submitted to the CO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan, the contractor shall receive the Contracting Officer's acceptance in writing of any proposed change to their QC system. In addition, the contractor shall, upon request, provide to the Government their quality control documentation for verification of QCP execution. 1.6.2 Quality Assurance: The government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is a government-only document primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the requirements of the contract. The Contractor shall develop, implement, and maintain an effective Quality Control System which includes a written Quality Control Plan (QCP).
