PO # 61200PR260031812 STATEMENT OF WORK LAST UPDATED: 06/30/2026 PAGE 1/6 STATEMENT OF WORK (SOW) FOR Transport, Treatment and Disposal of Biosolids at USCG Training Center Petaluma, California 1.0 GENERAL 1.1 BACKGROUND The U.S. Coast Guard (USCG) Training Center (TRACEN) Petaluma, located at 599 Tomales Road, Petaluma, CA 94952, is responsible for the operation and maintenance of a wastewater treatment facility utilizing a 0.085 MG Average Dry Weather Flow Activated Sludge Tertiary Treatment system. To sustain the efficiency of the activated sludge process, a fraction of the activated sludge undergoes disposal to an aerobic digester. The sludge within the digester undergoes an approximate detention time of 30 calendar days. Following this process, the sludge is transferred to a filter belt press, treated with a cationic polymer, pressed to achieve a 15% solids content, and subsequently transported to a designated area for dewatered sludge storage. Ensuring the timely removal of biosolids from the facility before reaching maximum sludge storage capacity is imperative for the uninterrupted continuation of operations. 1.2 SCOPE The scope of work involves the loading, transportation, and advanced treatment of dewatered sludge from the United States Coast Guard Training Center in Petaluma, California. The treatment process will adhere to United States Environmental Protection Agency (US EPA) Class A Biosolids standards, and the final disposal will be accomplished through end-use sales and marketing as a regional soil amendment. 1.3 OBJECTIVE The contractor is responsible for performing a single pick-up during each period of performance, including the loading, transportation, and processing of approximately 140 wet tons of biosolids. The material will be loaded from the U.S. Coast Guard (USCG) Training Center (TRACEN) Petaluma, located at 599 Tomales Road, Petaluma, CA 94952-4154, and processed at a US EPA Class A Biosolids facility selected by the contractor. The entirety of the removed and processed material will be employed as a regional soil amendment. 1.4 SITE VISIT Bidders are strongly encouraged to conduct a site visit to field-verify all quantities prior to submitting their proposals. To schedule a site visit, interested parties must coordinate with Ryan Hope via email at ryan.r.hope@uscg.mil. Site visits will be hosted on July 21 and July 23, 2026 starting at 0900 to 1100. Visitors must provide Government issued Identification, valid driver’s license, valid registration of vehicle and proof of insurance. 2.0 SPECIFIC REQUIREMENTS/TASKS 2.1 TASK ONE. LOADING AND TRANSPORTATION 2.1.1 Efficiently load dewatered sludge from the designated site at the U.S. Coast Guard Training Center in Petaluma. 2.1.2 Safely transport the loaded dewatered sludge to an approved US EPA treatment facility. The contractor shall acquire all necessary permits for transport and travel. 2.1.3 Remote location storage of biosolids is not authorized. Contractor will keep all biosolids loaded into trailers on site at TRACEN unless in the active mode of transporting biosolids to the US EPA Class A Biosolids treatment facility. Under no circumstances are loaded trailers to be stored temporarily or parked at any other location for any period of time. 2.2 TASK TWO. TRANSPORTING OF BIOSOLIDS Contractor must perform a single pick-up during each period of performance to remove an estimated 140 (wet) tons of stored biosolids from US Coast Guard Training Center Petaluma. The contractor will provide the actual weight tickets from a State Certified weight scale at the Class A Biosolids treatment facility to document the amount of biosolids transported and delivered. 2.3 TASK THREE. FINAL DISPOSAL OF BIOSOLIDS Contractor must provide final disposal of Class A Biosolids through end use sales and marketing as a regional soil amendment. Facilitate the incorporation of the treated material as a regional soil amendment. 2.3.1 Upon completion, the contractor must provide documentation confirming their designation from the California Department of Food and Agriculture as a bulk fertilizer. 2.3.2 Upon completion, the contractor must furnish a Certificate of Beneficial Use Quantities. 2.3.3 Upon completion, the contractor must furnish a Certificate of Landfill Diversion Quantities. 2.4 TASK FOUR. CONTRACTOR'S RESPONSIBILITIES 2.4.1 Select and operate an authorized US EPA Class A Biosolids facility for the advanced treatment process. 2.4.2 Adhere to all applicable environmental regulations and standards during loading, transportation, and treatment phases. 2.4.3 Ensure the biosolids meet the specified quality standards for regional soil amendment use. 2.4.4 Develop a comprehensive plan for end-use sales and marketing of the treated biosolids. 2.5 TASK FIVE. COMPLIANCE 2.5.1 The contractor must comply with all relevant federal, state, and local regulations governing the transportation, treatment, and disposal of biosolids. 2.5.2 The contractor must furnish all labor, materials, tools, and equipment essential for the successful execution of the project, aligning with the specified requirements.
