Section 01 11 00 Statement of Work Upper Basin Resident Office Upgrades Garrison Dam Project Office Riverdale, ND 1.0 Objective: Contractor is to supply all labor, equipment, and materials for the updates to the 6th floor of Garrison Power-Plant to accommodate UBRO construction division employees. Best Value: Award to the successful contractor shall be based on “Best Value” rather than low price. The quotes will be evaluated based on the following factors: A. PAST PERFORMANCE – Contractor shall have a minimum of 5 years’ experience in the office construction or remodeling. To demonstrate that experience a list of 3 reference projects performed in the last 5 years, with pertinent project details and any other information beneficial in illustrating this requirement must be provided in the quote. The submission for this factor may not exceed (6) six pages, including explanatory drawings and narrative. B. PRICE – The Contractor shall complete the Pricing Schedule and submit with their quote package. The quoted price shall be inclusive of all costs that might be incurred by the contractor during performance of the contract such as, but not limited to, fuel, labor, mileage, equipment, equipment rentals, licenses, insurance, etc. The Government will evaluate offers for award purposes by adding the total price for all CLINs. The Government may determine that an offer is unacceptable if the CLIN prices are significantly unbalanced. Past Performance is significantly more important than price. 2.0 Scope of Work. The Garrison Dam’s Powerhouse 6 th floor office needs upgrades to fit more offices. The upgrade will require wall work and painting, an asbestos floor tile abatement and new flooring installation. The conference room will require new door hardware. Work includes fire protection, electrical and telecommunication hardware provision and installation. New furniture is also to be provided 3.0 Standards and Regulations. The Contractor shall perform to the standards in the contract and comply with all Local, State, and Federal Regulations during the services performed. The Contractor is responsible for ascertaining the extent to which the regulations affect the operations resulting from this contract. The Contractor shall comply with all applicable regulations. Applicable regulations include, but are not limited to the following: a. Payment for the work under this purchase order for which contract job or unit price payments will be made are listed in the price schedule and described below. All costs for items of work, which are not specifically mentioned to be included in a job or unit price payment item, are included in the listed job or unit item most closely associated with the work involved. The job or unit price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated contractor quality control, environmental protection, meeting safety requirements, tests, and reports, and for performing all work required for which separate payment is not otherwise provided. 3.1.2 Work Plan. work plan is required to outline all tasks to be undertaken for wall painting, asbestos abatement, office remodeling including electrical, telecommunication and fire protection demolition and installation and furniture provision to satisfy the SOW requirements. The work plan must include the Activity Hazard Analysis (AHA), Abbreviated Accident Prevention Plan (APP). 3.1.2.1 Activity Hazard Analysis (AHA). The contractor shall prepare the AHA in accordance with chapter 2.6 of the EM 385-1-1. Note: Contractors and other individual employer’s typically use Job Safety Analyses (JSAs), Job Hazard Analyses (JHAs), or similar Risk Management assessment tools. The government considers equivalent to, and acceptable substitutes for, the USACE’s AHA provided the data collected is the same as that required by the AHA, commensurate with the type of services the contractor is performing. 3.1.2.2 Abbreviated Accident Prevention Plan (APP). EM 385-1-1 in its entirety may be too complex for the type of work performed under these contracts; contractors may reference -- 2 of 6 -- Appendix A, for abbreviated Accident Prevention Plan (APP). The contractor shall only need to submit items in Appendix A that are pertinent to the contract. The contractor shall use a qualified person to prepare the site-specific abbreviated Accident Prevention Plan (APP). The contractor shall prepare the APP in accordance with the format and requirements of the EM 385-1- 1 and supplemented herein. The contractor shall sign and submit the APP for approval prior to the start of work onsite. 3.2.1 Painting/Wall Work – 0001. Payment will be made at the contract lump sum price. Price shall include all plant, labor, materials, and equipment for the wall work and painting. 3.2.2 Asbestos Floor Tile Abatement and New Flooring Installation – 0002.
