PURPOSE The Contractor shall manufacture and/or procure, deliver, install, validate, and support the initial operation of a Commercial- Off-The-Shelf (COTS) Vapor Degreaser system for the Government. 2. BACKGROUND The Government requires a more efficient method for degreasing assets and components. The current process is time- consuming, creating delays in component rebuild-and-repair cycles. Procurement of an Ultrasonic Vapor Degreaser with ultrasonic immersion will provide rapid and effective cleaning capabilities, significantly reducing processing and drying times. 2.1 G OVERNMENT -FURNISHED I NFORMATION & S UPPORT (GFI/GFS) The Government will furnish the following to support Contractor performance. All other resources, materials, personnel, and services required to perform this effort are the responsibility of the Contractor. 2.1.1 Utility Drops. The Government will provide utility connection points (drops), including electrical, and any other facility utilities identified as Government-furnished, terminated to the equipment vicinity within Building 843. The Government requires a minimum of ninety (90) calendar days' advance notice of the Contractor's final utility requirements prior to the scheduled delivery of the vapor degreaser system. To initiate this action, the Contractor shall submit a Utility Requirements Document specifying, at a minimum, voltage, phase, amperage, connection type/location, and any water, drain, exhaust, or compressed-air requirements. The Government's 90-day obligation begins upon receipt of a complete and accurate Utility Requirements Document. Delays or additional costs resulting from the Contractor's late, incomplete, or inaccurate submission of utility requirements shall be the responsibility of the Contractor. 2.1.2 Base Access and Escort. The Government will provide base access and, where required, escort services to enable Contractor personnel to perform on-site activities at Hill Air Force Base, UT. The Contractor shall submit all information required for base access (including personnel identification and vehicle information) not later than 10 calendar days prior to each required on-site visit, in accordance with 75th Air Base Wing / Security Forces access procedures. The Contractor is responsible for coordinating access requests through the Contracting Officer's Representative (COR). The Government will make Building 843 available for one (1) Contractor site survey following award, if desired. 2.1.3 Personnel Eligibility. All Contractor personnel requiring access to Building 843 and associated Government facilities shall be U.S. citizens. Foreign national personnel are not authorized access under this effort. The Contractor shall ensure all personnel comply with applicable installation security, safety, and access requirements. Failure to meet personnel eligibility requirements does not relieve the Contractor of its performance obligations or associated schedule. 3. S COPE The Contractor shall be solely responsible for executing all requirements detailed in this SOW. The scope encompasses the following primary areas: Equipment Manufacture and/or Procurement, Delivery, On-Site Installation, and Training. 3.1 U LTRASONIC V APOR D EGREASER PROCUREMENT & D ELIVERY The Contractor shall manufacture and/or procure, arrange shipment and delivery, and coordinate installation of the following COTS equipment including all specified ancillary components to 309
