PERFORMANCE WORK STATEMENT
FOR
Uninterrupted Power Supply Replacements at Morristown (MRX), Nashville
(OHX), and Atlanta, GA (FFC)
Background:
This project is for the National Oceanic and Atmospheric Administration (NOAA), National
Weather Service (NWS) Southern Region (SR), Weather Forecast Offices (WFO) at three (3)
different locations.
The Uninterrupted Power Supply (UPS) are past the manufacturer's recommended service life
of 7 to 15 years. Every year past the service life puts each WFO at added risk of power
outages due to the aging UPSs.
Objective:
Remove and properly dispose of existing UPSs, battery cabinet with batteries, and any
associated debris. Supply and install 1 each UPS, battery cabinet with batteries, and Remote
Monitoring Device (RMD), at WFOs MRX, OHX and FFC.
This requirement will be a 1:1 replacement per site.
Scope:
The Contractor shall provide the appropriate personnel, equipment, supplies and tools required
to replace the UPS batteries and related components at NWS WFO sites at MRX, OHX and
FFC. The Contractor shall provide a complete project that conforms to all applicable standards,
codes and requirements dictated by industry, regulatory bodies and federally mandated
practices.
Furnish the National Weather Service at each location with the following:

● Eaton UPS 93PM, Online, 208VAC, 3 phase, 60 HZ UPS, with 3 each 20 KW
modules
o To include internal (side car) Maintenance by Pass
o Eaton Remote Monitoring Device per UPS
o UPS shall be Energy Star Certified, if available.
● Lithium-ion battery string with at least 15-minute run time per UPS at the
following WFOs.
NOTE: Current UPS outputs are provided as a reference only. The Contractor shall size UPS
using NWS supplied Critical loads. NWS will verify loads prior to ordering of UPS and
batteries to ensure proper sizing.

Tasks:
Furnish all labor, materials/supplies, equipment, services, and supervision necessary to
accomplish all tasks for the completion of the work set forth in this Performance Work
Statement (PWS). These services include, but are not limited to:
● Removing and disposal of existing UPS and its components.
● Installing, startup, and testing of new UPS
● Batteries and battery cabinet
● Installing Eaton RMD

1. Contractor and NWS Contracting Officer Representative (COR), will determine the
best time to isolate the UPS so as not to interrupt normal operations at the WFO.
2. COR, ESA, MIC, and site staff will determine if the site will be on a backup
generator power or utility power during this task.
3. If the site requires backup generator power (per step 2), the COR will transfer the
site and lock the generator online.e.
4. COR and contractor will place the UPS in an external bypass in accordance with
instructions at each facility. The contractor shall verify no power is present at the
UPS.
5. The Contractor shall disconnect and remove UPS and all associated components
from the electrical room.
6. The Contractor shall clean and prep the area for new UPS.
7. The Contractor shall install new UPS and battery cabinets with lithium-ion batteries.
8. Install RMD in the current location of the annunciator panel and run CAT 5 cable
from UPS to RMD.
9. The contractor shall connect UPS to power feed and battery cabinet in accordance
with manufacturer's data and current national/state/local electrical codes.
10. The contractor shall perform start up and testing of new UPS and battery monitoring
systems.
11. Once all startup and test procedures have been performed and passing indications
were obtained, the contractor shall remove UPS from bypass.
12. COR will notify the staff to shutdown critical systems prior to performing a
functional transfer of the system.
13. COR or Site POC will perform a functional check by transferring power (to
generator or to utility) with the ATS to ensure the new UPS system will assume the
site load.
14. The contractor shall clean the work area at completion of the job and remove all
trash and waste and leave the site as it was upon arrival.
15. The contractor shall provide 8 hours of training on the new UPS, RMD, and battery
system. Per location. Training will take place as part of system acceptance.

The contractor(s) shall be required to sign in each morning and sign out each evening and
adhere to NOAA/NWS requirements.
Contractor Personnel
● Employee Identification
○ Contractor employees visiting Government facilities shall wear an identification
badge that, at a minimum, displays the Contractor name, the employee’s photo,
name, clearance-level and badge expiration date. Visiting Contractor employees
shall comply with all Government escort rules and requirements. All Contractor
employees shall identify themselves as Contractors when their status is not
readily apparent and display all identific…
